TITLE Finance DirectorREPORTS TO Executive DirectorDEFINITIONExempt position that administers the preparation and analysis of financial reports and thedevelopment, implementation, and evaluation of all fiscal systems, HUD and local programsaccording to GAAP, GASB, SAS112 and appropriate governmental standards, State and Federallaws and regulations.ESSENTIAL JOB FUNCTIONSPrepare and analyze automated and manual financial reports.Maintain, assess, develop, implement, and evaluate all fiscal systems for HUD and localprograms in accordance with State and Federal laws and regulations.Analyze financial reports, extract required information, research and consolidateinformation for the preparation of the Authority''''s operating budgets.Audit point person.Provide and assist the Executive Director with information necessary for preparation ofthe operating budget, funding proposals, submission of funding applications and otherinformation as required by the Executive Director.Provide budget reports, financial statements, and other information as required by theBoard of Commissioners of the Authority.Maintain, post and reconcile all of the separate books, general ledgers, registers,inventory and accounting records for the various housing programs of the HousingAuthority. Verify internal consistency, completeness, and accuracy of accountingdocuments. Investigate and resolve accounting problems.Prepare vouchers for accounts payable to include: Certification as Certifying Officer thatthe payment of the debt is a just, due, and accurate liability to the Authority, preparechecks prorate necessary cost categories, and file invoices.Archive finance records in accordance with State/Federal records retention/dispositionregulations.Responsible for accounts receivable: accuracy of tenant balances, posting of rent rollsand cash journals, preparation of bank deposit and reconciliation of bank statements.? Responsible for payroll: preparation of checks, required State and Federal reports,calculation of vacation and sick leave accruals, prorate necessary cost categories, andmaintain records.? Develop, implement, and maintain fiscal procedures according to GAAP and appropriategovernmental standards, the Housing Authority, HUD, and Washington State policies,laws, and regulations.? Responsible for investments: obtain the highest possible interest rates for HousingAuthority investments, maintaining an investment register.? Record and control custody and use of the petty cash fund.? Help coordinate and supervise the daily operation of the computer network, inconjunction with the Executive Director.Be able to assume administrative control and supervision over all affairs of the Authorityin the absence of the Executive Director if needed.? Coordinate staff and program needs with Executive Director to achieve occupancy andHousing Authority goals.? Delegate support work as workload dictates.Responsible for supervision of the Accounting Assistant and Accounting Clerk.Work effectively with co-workers.Regular work attendance and punctuality as exempt position requires.May be on 24-hour call in Executive Director''s absence.Retrieve timecard information as needed.OTHER JOB FUNCTIONSPerform other duties as assigned.WORKING CONDITIONSDuties are performed in an office environment while sitting at a desk. Attendance at staff andCommissioner meetings is required.MINIMUM QUALIFICATIONS - (The minimum amount of knowledge, ability, education, and experiencerequired to be hired into the classification. Certain licenses and certificates, if required, may be acquired on the jobas agreed upon.)Knowledge of- Advanced accounting principles.- Good office practices.- Knowledge of spreadsheet and word processing software.Ability to- Work and make decisions by being knowledgeable in all phases of the HousingAuthority, including fiscal operations, computerization, resident, administrative,and management services.- Type, operate computer and business machines and assume management ofcomputer system (PC network).- Be dependable, accurate, and have the ability to meet deadlines under timepressure.- Conduct effective public relations.- Be personally bondable.Education and Experience -- Any equivalent combination of education and experience,which provides the applicant with the knowledge, skills, and abilities required to performthe essential job functions. A typical way to obtain the knowledge and abilities would be:Four-year college degree in accounting or related business areas or not lessthan two years'' experience in public accounting.Licenses, Certificates, and Other Requirements? If certification is necessary by assignment, reimbursement of training costs will berequired of the employee on a pro-rated basis if the employee leaves the positionwithin two (2) years.? An applicant for a Housing Authority position that requires driving on HousingAuthority business must submit to a Department of Licensing (DOL) driving recordcheck and evaluation as a condition of employment. If the applicant''s DOL record doesnot meet the Housing Authority''s insurance carrier''s standards or is inconsistent withthis policy, the applicant will not be offered employment, or will have the employmentoffer withdrawn, in the case when an employment offer has been made pending theDOL record check.
