THOR Solutions is actively seeking a highly motivated Integrated Master Scheduler/Earned Value Management Professional to support the United States Coast Guard (USCG) in Panama City, FL . The candidate will support the Offshore Patrol Cutter (OPC) Project Resident Office (PRO) business with project management activities including Integrated Master Schedule (IMS), Earned Value Management (EVM), and Earned Value Management System (EVMS) Surveillance Support. The ideal candidate will have strong experience with project management as well as USCG/USN shipbuilding processes & acquisition activities. The candidate''s responsibilities may include (but are not limited to) performing, supporting, or supervising the following actions: Conduct system surveillance activities to ensure that the shipbuilder''s management control system complies with EVMS guidelines, and provide timely indications of actual and/or potential problems. Conduct detailed analysis of the Shipbuilder''s IMS and any "mini-network" or other Shipbuilder-produced schedules for all OPCs under the USCG contract. Coordinate system analysis with program integrators serving as focal points for specific acquisition programs. Analyze changes to the IMS and provide assessments to customers. Perform Quality Assurance and monitor the OPC event based IMS developed by ESG. Maintain a copy of the Shipbuilder-provided IMS accurately so that it can be used as a planning and tracking tool in identifying critical development milestone events and accomplishments for all activities defined throughout the life cycle of the Program. Maintain OPC physical progressing model. Audit shipbuilder''s reported physical progress as directed by the PMR. Ensure the shipbuilder provided IMS reflects the milestones associated with the elements in the Major Systems Acquisition Manual (MSAM), Program Acquisition Strategy, and PMP. Assist OPC Business Manager in validating Shipbuilder EVM variance reports such as Contract Performance Reports (CPR), Contract Funds Status Reports (CFSR), Contractor Cost Data Reports (CCDR), and IMS. Reconcile the reports with each other and against supporting data for the purposes of validating a system. Use fact-finding, analytical and interpretive methodologies to assess system health when cost, schedule, and performance information is an insufficient indicator of actual or developing situations. Assist in determining Performance Measurement Baseline (PMB) compliance and Estimate at Completion (EAC) analysis. Review the external cost and schedule reports to ensure that they contain information derived from accepted/validated systems. Identify and analyze difficulties that arise from conflicts among schedules or delays and propose several resolutions to continue to meet established program timelines/milestones. Provide input to, and evaluation of, risk management efforts to include risk planning, identification, analyses, and mitigation activities. Develop and provide comprehensive reports and presentations to management detailing findings of problems, potential problems, and risks to project cost, schedule, or performance goals from detailed analyses of Shipbuilder''s IMS or other Shipbuilder-produced schedules as required by the PMR. Provide recommendations to the PMR related to project control, corrective actions, and recovery methods. Evaluate data submittals, engineering change proposals, and Requests for Waiver/Deviation for production impact. Compare the status of actual production and the Shipbuilder-submitted IMS. Verify variance analyses and ensure that the information provided depicts actual conditions and is being used to manage the program. Prepare narrative reports, trackers, lists and spreadsheets as appropriate to document findings in accordance with standard EVM Center policy and processes. Manage the Program Plan utilizing Primavera or MS Project Management software for earned value management. Collect required budget and expense data to support EVM analysis. Collect actual labor and non-labor commitments, obligations, and expenses and input this data into the established EVMS weekly report. Validate data input to the EVMS. Analyze expenditures by comparing actual costs against planned costs by Work Package and WBS level, funding document, cost account, cost category and deliver the results of the comparison to the COR. Provide notification of upcoming events and milestones within the schedule to the appropriate Project Lead in a manner to assist with adherence to said schedule. Prepare scheduling materials (e.g. Gantt Charts, Tables, and Milestone Charts & Pictures) for Project reviews. Generate ad-hoc scheduling reports. Attend meetings in relation to assigned tasks and as designated by the COR. Proactively seek out and coordinate schedule inputs from various stakeholders to accurately monitor the Shipbuilder provided IMS. Prepare and provide presentations with EVM and IMS status. Security Clearance Requirements: Must be able to favorably pass a National Agency Check with Inquiries (NACI) Tier 1 background investigation, also known as Public Trust, at the start of employment. An existing SECRET security clearance is preferred. Required Education, Skills, Knowledge, and Abilities: BASIC QUALIFICATIONS: Bachelor''s degree in a relevant engineering, technical, or business field. In lieu of a Bachelor''s degree, one of the following may be considered: An additional four (4) years of relevant project management experience, in addition to other experience requirements. Earned Value Management Professional (EVMP) certification. Earned Value Management Director (EVMD) certification. Earned Value Management Officer (EVMO) certification. At least five (5) years of recent, relevant experience supporting project management and USCG/USN shipbuilding processes. Comprehensive knowledge of USCG/USN shipbuilding processes. General knowledge of Earned Value Management System (EVM) and Earned Value Management Surveillance (EVMS) techniques from the 2011 and 2015 EVMS Standards. Expertise in project management techniques, industry best-practices, and standards. Knowledgeable and proficient in applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate and administer an EVMS surveillance program over highly complex contractor operations and in effective corrective action on issues involving contractor noncompliance. Able to produce EVM reports, briefs, and presentations using EVM data to forecast and outline current EVM status, Estimate At Completion (EAC), Schedule Performance Indicators (SPI), and Cost Performance Indictors (CPI). Expertise in schedule analyses and troubleshooting. Knowledgeable of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques (e.g., random sampling, learning curves, and computerized cost models) necessary to (1) analyze historical cost and schedule, (2) analyze reports of auditors, technical specialists, and contractor personnel to assess actual EVMS compliance and verify and interpret contractor developed cost and schedule performance data, and (3) project cost and schedule performance trends, isolate disruptive factors, and estimate final contract cost. Knowledge of contracts and the pre-award and post-award procedures sufficient to structure an EVMS surveillance program that develops an accurate baseline and provides accurate and timely cost and schedule performance information for use by the procuring agency and the contract administration office. Experience in preparing in-depth and comprehensive reports and good communications skills to organize and deliver briefings to higher level internal and external personnel. Familiar with DCMA standards and ANSI-EIA 748 guidelines as applicable to Integrated Master Schedules and related Earned Value Management System practices. Proficient with the Microsoft Office software suite to include Word, PowerPoint and Excel, as well as other common productivity software. Possesses strong verbal and written communication skills. ADDITIONAL PREFERRED QUALIFICATIONS: Project Management Institute Project Management Professional (PMP) or Program Management Professional (PgMP) certification. General knowledge of the DHS Acquisition and Shipbuilding processes. Expertise in stand-alone and enterprise versions of MS Project and Primavera scheduling software. Knowledge of DCMA or auditing organizations, programs, and functions and knowledge of the overall acquisition process in order to adapt general guidance and policy and develop specific guidance peculiar to the PRO mission concerning the conduct of the EVMS surveillance program. Knowledge of the technical capabilities, functions, and responsibilities of other contract administration service organizations (for example, Defense Contract Audit Agency (DCAA) sufficient to identify the need for special reports or assistance in evaluating contractor cost and performance data, establishing trends, and estimated final contract cost. Approximately 0-10% travel anticipated. Typical Physical Activity: This position involves working on an active shipyard. Candidate must be able to move throughout the shipyard continuously and safely in the course of executing their responsibilities.
