Primary Job PurposeThe Manager of Supplier Optimization oversees a portfolio of supplier relationships to meet the business needs of day-to-day health plan operations, including membership, claims and customer service business processes. This role is accountable for a portfolio of suppliers including business process augmentation and Software as a service from supplier onboarding and performance management are consistent with industry standards and enterprise expectations. The individual leads core functions related to supplier transition and change management, adherence to performance metrics, billing, compliance, process improvement and relationship management. Acts as a liaison between the business area and strategic sourcing in support of the RFP process, negotiations and supplier performance management practices.General Functions and OutcomesThe Manager Supplier Optimization manages the provider relationships and is responsible to the business area owner to ensure transitions are completed on time and to expectations. Ensures that suppliers are meeting all contractual requirements.Governance and Performance Management - Accountable for delivering contracted expectations. Manage SLAs to adherence. Provide oversight for audit, change control, reporting, training, and knowledge management.Develop and manage a Performance Management organization that is responsible for: Facilitating the development and execution of service performance management processes and tools and enables effective quality and service support management; Interfacing with operations leadership and service provider delivery leads to gain consensus on targets under specific priorities and drives service delivery quality; Managing compliance and riskTransition Management - Accountable for interfacing with executive sponsors to develop a transition roadmap and provide guidance on considerations and approaches: Develop and manage a Transition Management organization that is able to lead transitions with multiple service providers across multiple business functions and is responsible for: Identifying and evaluating opportunities and then moving the best of those opportunities through the process effectively; Partnering with operations and business units to ensure support functions (subject matter experts, training, knowledge management, workflow, etc.) are available for transition due diligence, training, and service commencement; Working with service provider transition teams to manage risks and issues; Reporting on service provider transition status to key operational leaders and executives; Supporting the sourcing team during the request for proposal process and provider selection. Operations Management - Accountable for management of all performance standards to ensure they are delivered on-time and all risks related to compliance exceptions are mitigated: Drive compliance deliverables related to privacy, conflict of interest, CMS, SOC, phase and state audit and all InfoSec requirements to completion; Ensure the Supplier business continuity plan is current to include site risk mitigation strategy that encompasses the engagement in its entirety.Contract Management - Accountable to ensure contracting is executed timely and all contractual expectations are adhered to: Provide subject matter expertise and act as liaison between supplier, business operations and procurement to drive all new contracting, change requests and contract amendments; Manage all performance metrics and contract expectations to adherence, provide action plans to business operations on any failures and monitor to completionFinancial Management - Accountable for oversight of all financial requirements related to the supplier to ensure payables are dispersed as outlined per the contract: Request and drive executions of purchase orders and monitor all spend during life of the contract to ensure funding available; Partner with Strategic Finance to deliver savings models; Accountable to maintain and deliver accurate accounting related to supplier spendRelationship Management - Responsible for the relationship between third-party service providers, operations leadership, Cambia strategic sourcing team and executive leadership.Process Improvement - Coordinates with operations and technical services to successfully implement procedures and automation to gain efficiencies and improve qualityRegularly communicates organizational objectives and team goals. Monitors results and metrics to ensure deliverables are met and compliance with department and regulatory standards. Collaborates with other leaders and across departments to resolve issues.Handles all management level responsibilities for staff, including performance reviews, employee development, hiring, coaching, counseling, retention and terminations. Develops supervisors and participates in talent management activities.Manages financial targets and department budget, authorizes expenditures, monitors workforce allocation and resources and oversees project conjunction with division leadership, establishes long term goals and department and adapts operational plans as changes occur.Minimum RequirementsDemonstrated experience working with third-party service providers, building collaborative working relationships and teams, and have an executive presence.Strong functional knowledge of transition planning activities and requirements.Ability to communicate effectively, verbally and in writing, across the organization from individual contributors to senior executives. Strong facilitation skills, including the ability to resolve issues and build consensus among groups of diverse stakeholders.Ability to analyze complex situations and synthesize corresponding solutions, options, and action plans to staff.Ability to coordinate cross-functionally to drive solutions and resolve issues in a timely and effective manner.Ability to develop and lead a team including: hiring, goal setting, coaching and development of employees who may be in multiple locations or work remotely.Demonstrated ability to meet the expectations and requirements of internal customers; establish and maintain effective relationships with customers and gain their trust and respect.Normally to be proficient in the competencies listed aboveThe Manager Supplier Optimization would have a Bachelor''s degree in business administration or a related field and 8-10 years of experience in Business Process Outsourcing, management consulting, or an equivalent combination of education and experience. Demonstrated experience leading complex projects/programs and third-party service providers.FTEs Supervised4-8Work EnvironmentWork primarily performed in office environment.Travel may be required - locally, out of state or internationally.May be required to work outside of normal hours.
