Position Overview: The Director of Value Based Programs is responsible for overseeing the Value Based Purchasing (VBP) Department at Community Behavioral Health (CBH) and for providing leadership to ensure the VBP models achieve desired outcomes and requirements identified by Pennsylvania''s Office of Mental Health and Substance Abuse Services (OMHSAS). The Director serves as the leader and expert in the ongoing development, monitoring, and evaluation of CBH VBP Programs. The Director is responsible for leading value-based care strategy for the ongoing expansion of new models. The Director leverages internal and external relationships to cultivate an environment for behavioral health service providers to continue to flourish as they shift from a fee-for-service/claims-based payment structure and into VBP arrangements. Essential Functions: LeadershipDrives and communicates the vision of the Value Based Purchasing (VBP) Program for the organizationOversees the Value Based Purchasing Department within CBHDefines, builds, implements, and leads VBP models that supports strategic and operational initiatives and aligns priorities of CBHWorks collaboratively with departments across CBH to develop VBP models Develops and leads VBP model program selection and prioritization methodsMonitors implementation processes, evaluation and monitoring processes, and makes adjustments to VBP models as needed based on outcomesFacilitates and leads the VBP CommitteeLeads the CBH Value-Based Care Meetings with CBH providersServes as the CBH point person in the OMHSAS VBP MeetingsServes as the liaison between the VBP Committee, Value-Based Care Advisory Group, and the provider networkCollaborates with other Managed Care Organizations (MCOs) on VBP plan developmentPresents at conferences on CBH''s innovative work (e.g., Open Minds)Oversees the annual VBP state planManagementManages a team of VBP AnalystsWorks with the VBP Analysts to create a provider toolkitManage relationships with provider and stakeholder communityCapacity BuildingWorks directly with in-network providers to develop VBP modelsDevelops materials to post on the website to provide guidance to providers on VBPProvides training to in-network providers on how to develop value-based modelsCollaborates with the Communications Department to ensure training materials and a VBP toolkit are available on the CBH website, and ensures the CBH website has resource linksConducts trainings for internal staff on VBP concepts, our initiatives, etc.Position Requirements: Education: Master''s degree in business administration, healthcare administration, public administration or similar degree.License/Certification: N/ARelevant Work Experience: Minimum of 5 years of healthcare management experience, preferably in a managed care organization, commercial insurance, or public behavioral health care service delivery system. Candidates must have demonstrated leadership abilities and success in developing and/or leading value-based and other strategic projects.
