Job Description

Basic Function Responsible for Federal Transit Administration (FTA) required State of Good Repair (SOGR) asset capital investment budget input, projecting price proposals, and cost estimates. Provides support and assistance to asset owners for the collection, compilation, and analysis of data to make sound business decisions minimizing the life-cycle cost of assets, maximizing value, and managing risk. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.Responsibilities and Specific Duties Develops and standardizes baseline cost estimates related to asset inventory identified as needing replacement, rehabilitation, or repair to assist in the quantification of re-investment decisions to maintain the organization''s state of good repair. Reviews, analyzes, and interprets asset level condition and performance reports to develop a system-based capital asset cost estimate. Responsible for assisting in the writing and preparation of capital investment proposals; including assisting with submissions to our internal grants department. Assists in creating, standardizing, and implementing sound cost-based reporting and proposal templates and other tools for timely and organized management of capital investment projects. Develops and embeds asset management good practice in the organization to continuously improve the asset management capability. Assists in creating, standardizing and implementing policies, procedures and methods related to asset management. Provides support for METRO''s Transit Asset Management Plan (TAMP). Provides excellent customer service to METRO internal and external customers. Promotes safety awareness and follows safety procedures to reduce or eliminate accidents. Performs other job-related duties as assigned. Education Requirement High School diploma or GED is required. Associates Degree in Construction Management or related field preferred.Years & Experience Required Minimum three (3) years of construction estimating and asset management experience. Experience working with the principles of asset management, including asset costing, risk and performance, and capital needs prioritization. Experience with Enterprise Asset Management (EAM) systems or Maintenance Reporting Systems (MRS). Transportation experience preferred.Knowledge & Skills Required Must have or obtain certification in Asset Management from the Institute of Asset Management within two years of employment. Must be proficient with Microsoft Office Suite. Excellent written and verbal communication skills. Familiarity with the FTA Transit Asset Management guidelines. Experience with RS Means or other costing software. Experience with SAP (i.e. PM/MM or FICO) is a plus.Additional Information The Metropolitan Transit Authority of Harris County, Texas has a zero- tolerance drug and alcohol policy for all employees.
