Job Summary This position directly reports to PSEG''s VP Regulatory & Deputy General Counsel and is a member of the Law Department''s Senior Leadership Team. The responsibilities of the Managing Counsel - State Regulatory include management of the state regulatory team to supervise, advise and counsel within the practice area. Advise and represent the Company as first chair in regulatory proceedings before the New Jersey Board of Public Utilities. Drive processes to help ensure compliance with state regulatory requirements, to support the Company''s strategic business plan, and to identify and creatively address potential legal issues/concerns. Primary Duties & Responsibilities: Support the rate, state regulatory, regulatory operation and compliance functions at the state level for the PSEG Companies in each of the states where they operate Lead the preparation and processing of regulatory and rate proceedings at state agencies, predominantly the New Jersey Board of Public Utilities Counsel and support the PSEG Companies to align with the policies of state regulatory agencies and minimize impacts of state regulation on development and implementation of business strategies Advocate for appropriate state regulatory rules and policies to support the PSEG Companies'' interests Provide guidance and advice to the PSEG Companies with respect to all aspects of state regulatory compliance (regulatory approvals, reporting, audits, and investigations) Litigate in favor of and in defense of the PSEG Companies'' interests at state regulatory agencies Act as interface and relationship contact for the various PSEG Companies on various state regulatory matters Keep management apprised of developments, risks, and opportunities in covered regulatory functions Work closely with other PSEG functions including Finance on Corporate Citizenship on state legislative and advocacy matters Maintain and apply working knowledge of PSEG''s Standards of Integrity and Standards for business controls and meet management''s expectations for effective internal business controls Job Responsibilities Assist in developing and implementing strategies to achieve results in such matters so as to enable the PSEG Companies to achieve their legitimate business objectives Maintain positive relationships with such agencies and their Commissioners and Staff built on integrity, trust and respect Ensure that the positions taken in state regulatory proceedings reflect the current positions of the PSEG Companies by engaging in regular and robust interaction with PSEG business leaders through state policy team meetings and other coordination; and ensure that the trends and activities of state regulatory agencies are regularly and clearly communicated to business leaders and integrated into PSEG''s business strategy and planning Represent PSEG Companies in litigation before state regulatory agencies and appeals of state regulatory agency decisions. Job Specific Qualifications Required Experience, Education, and Competencies: Juris Doctorate from an accredited law school Minimal of 7 years of New Jersey regulatory experience leading utility rate cases and other complex regulatory matters Licensed to practice in the state of NJ and the ability to obtain relevant bar admissions as necessary Proven experience delivering results Excellent with building and maintain relationships with state regulatory agencies based on trust, integrity and respect Strong negotiation skills in complex multi-party negotiations Excellent oral and written communication skills Professionalism, integrity, and excellent customer/client focus, team player capable of handling matters with minimal supervision, ability to work with and advise members of senior management Committed to Diversity, Equity and Inclusion Desired: 10 years or more experience in New Jersey state regulatory practice Experience advising senior management and/or board of directors regarding regulatory matters Working with and using data to identify trends, manage costs and efficiencies and improve outcomes Strong relationships with key stakeholders Strong external reputation Minimum Years of Experience 7 years of experienceEducation Juris DoctorateCertifications BAR Licensed AttorneyDisclaimer Certain positions at the Company may require you to have access to Part 810-Controlled Information.
