Applications accepted from: ALL PERSON INTERESTED Posting Number: PN 26599Service Line: Houston Public WorksSection: Houston Water/DWOReporting Location: 22627 W Shorewood Loop, Huffman, Tx Workdays & Hours: M-F, 7 am - 4 pm**Subject to changeDESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSHouston Public Works is seeking a self-motivated, collaborative, and strategic person with excellent communication skills to lead the City''s source water group as its Source Water Protection Manager (SWPM). The SWPM will propose and implement Best Management Practices, and implementation of systems that will not only track and curb incidents of illegal discharge, but will manage systems that monitor the City''s source water for water quality, and also explore opportunities to educate and encourage regional residents and businesses on the importance of protecting the City''s natural resources. The SWPM will also partner with numerous regional private and public entities to identify the common resources, goals, opportunities that will advance the protection of Houston''s source water. The SWPM will house at the City''s Lake Houston Office, report to the Managing Engineer of the Transmission and Operational Support group within Houston Water, Drinking Water Operations. The SWPM will lead the 3 -person Source Water Protection Group, and spearhead the creation, implementation, and upkeep of the City''s Source Water Protection Plan.The City of Houston''s source water is approximately 85 percent surface water that flows from the Trinity River into Lake Livingston, and from the San Jacinto River into Lake Conroe and Lake Houston. Deep underground wells drilled into the Evangeline and Chicot aquifers provide the other approximately 15 percent of the City''s water supply.Essential functions of the SWPM:Develops presentations and metrics highlighting the programs activities, strategic goals, and accomplishments to internal and external customers, community groups, and the public.Evaluates cost-effectiveness of existing and potential programs, team activities, and makes supportable recommendations to Manager.Plans and manages the Source Water Protection Groups assets and pletes all regulatory and required water quality information gathering, testing, reporting to ensure compliance.Develops and maintains appropriate archiving, databases, and files.Other duties as appropriate to fulfill business operational needs and objectives. The successful candidate will possess the following skills:Ability to use initiative and sound judgement to lead the priorities of the Source Water Protection Group toward prioritized goals.Excellent communication skills and sound judgement in the communication of pertinent information with internal and external stakeholders. Excellent interpersonal skills, enthusiasm, and commitment to outstanding customer service.Must be proficient in Office 365, and familiar with ArcGIS.Possess a Texas Water Systems Operators License or gain one inside one year.Experience with project management, involving project planning, scoping, budgeting, and scheduling. WORKING CONDITIONSThe position is physically comfortable, the individual has discretion about walking, standing, etc.This is a Houston Public Works Emergency management position at the Tier II level.
