The Illinois Department of Children and Family Services is seeking an organized, professional, and results-oriented individual to serve as Assistant Deputy General Counsel/Agency Ethics Officer. Subject to management approval, this position will provide legal advice and counsel regarding legislation affecting the Department and will provide interpretation and implementation of the State Officials and Employees Ethics Act. Additionally, the position will provide oversight of annual ethics training and serve as liaison to the Office of the Executive Inspector General regarding various ethics-related issues. Provides legal advice and counsel regarding legislation and legislative affairs affecting the Department Advises the Deputy Director of Legislative Affairs regarding legal aspects involved in newly developed legislative proposals drafted by staff for submission to the Director Reviews, interprets, and critiques state and federal legislation Advises staff on legal requirements and issues associated with proposed legislation in the General Assembly Monitors federal child welfare legislation Provides legal advice and consultation regarding proposed rules, policies, and procedures, providing extensive input into the rulemaking process Plans and conducts complex research on issues affecting the Department and prepares opinions based on research 2. Serves as Ethics Officer for the Department and provides interpretation and implementation of the State Officials and Employees Ethics Act Provides oversight of annual ethics training to ensure that all employees and appointees complete the training as required by state law Reviews completed Statements of Economic Interests and submits for filing with the Secretary of State Serves as liaison to the Office of the Executive Inspector General regarding various ethics-related issues, including questions concerning revolving door determinations and investigation requests 3. Serves as Department liaison to and interacts with members of the General Assembly and Congress and their staffs on issues of interest to the Department, presenting the Department''s interests in contacts regarding legislation and legislative agendas Drives or travels to various locations in the performance of duties 4. Serves as full-line supervisor Assigns and reviews work Provides guidance and training to assigned staff Counsels staff regarding work performance Reassigns staff to meet day-to-day operating needs Establishes annual goals and objectives Approves/disapproves requests for time off re Adjusts first-level grievances Effectively recommends and imposes discipline up to and including discharge Prepares and signs performance evaluations Determines and recommends staffing needs 5.Serves as an expert for the Department on all new legislation, agency rules and procedures, and all relevant law Reports to legal and executive staff on significant case rulings affecting the Department 6. Provides testimony before the General Assembly to present the Department''s viewpoint and legal opinion regarding current and proposed legislation and ramifications on the Department, foster and adoptive parents, children, and families 7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above Minimum Qualifications 1. Requires possession of a valid license to practice law in Illinois 2. Requires four years of administrative experience in the practice of law Preferred Qualifications 1. Prefers professional experience in administering and overseeing ethics protocols 2. Prefers experience as an attorney conducting legal research and drafting legal opinions 3. Prefers experience as an attorney drafting and providing legal counsel regarding proposed legislation, rules, and/or policies 4. Prefers experience supervising and/or managing professional staff 5. Prefers professional experience working in a liaison capacity with various internal and external entities 6. Prefers thorough knowledge of statutes and/or rules that govern or may have a substantial impact on DCFS'' operations
