Job Description

Under administrative direction of the Deputy Director, serves as Manager of Statewide Licensing Training and Policy Development; provides input into the planning, development, and implementation of Departmental policies, procedures, and programs relative to oversight provided by the Division of Licensing; develops drafts and provides interpretation of Departmental rules, policies, and procedures; serves as liaison with the Office of Learning and Professional Development, Office of Child and Family Policy, and Office of Legal Services; confers and consults with appropriate regional licensing staff to develop and implement training programs and curricula related to CORE Training; coordinates and conducts a variety of special projects; serves as a member of the Rural Child Care Task Force, Transcripts Review Committee, and Credentials Review Committee. Serves as Manager of Statewide Licensing Training and Policy Development; provides input into the planning, development, and implementation of Departmental policies, procedures, and programs relative to oversight provided by the Division of Licensing; develops drafts and provides interpretation of Departmental rules, policies, and procedures; advises the Deputy Director regarding the feasibility and impact of proposed procedures and operations; reviews and monitors the effectiveness of Licensing operations to ensure compliance with the Child Care Act and Licensing standards; develops special reports, reviewing and evaluating research, analysis, and initiatives designed to affect operational practice; develops statewide guidelines based on findings; serves as the division''s designee to issue ID number to certified licensing staff. Serves as liaison with the Office of Learning and Professional Development; confers and consults with appropriate regional licensing staff to develop and implement training programs and curricula related to CORE Training, including the Child Care Act and various rules applicable to Departmental services; provides expert advice and consultation regarding the development of additional training programs for a wide range of region-specific licensing training topics, including Child Development Credentialing, Environmental Rating Scales, Background Investigations, and other initiatives related to the enrichment of licensing standards; confers and consults with Regional Licensing Administrators in the development of training curricula to facilitate effective performance of general licensing functions; develops training presentation manuals and study guides regarding specific rules and procedures. Coordinates and conducts a variety of special projects; provides input to task forces and committees for special projects; keeps the Deputy Director apprised of issues and status of projects; composes narratives for special projects and proposals for program development and enhancement; interacts with appropriate staff throughout the Department to research and evaluate information and develop recommendations for courses of action. Serves as liaison with the Office of Child and Family Policy (OCFP) and the Office of Legal Services; confers and consults with OCFP staff, providing review and analysis of all proposed drafts of rules, policies, and procedures regarding the licensing of child care agencies and institutions; consults with Regional Licensing Administrators to offer insight, gather input, and develop changes and revisions as appropriate. Serves as a member of the Rural Child Care Task Force; exercises considerable authority within the assigned area of responsibility in representing the Department; provides input into discussions of concerns, areas of strength, and the development of ideas; facilitates Departmental cooperation and support with task force and other appropriate entities. Serves as chair and or member of the Transcript Review Committee and Credentials Review Committee. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires a master''s degree in social work from a recognized college or university. Requires three years administrative child welfare experience or a master''s degree in an acceptable human services field from a recognized college or university. Requires four years administrative child welfare experience. Employment Conditions Requires a valid driver''s license and ability to travel. Requires ability to pass a background check.
