Job DescriptionBusiness OverviewThis is a remote position, but must sit in the state of Ohio.As part of the bold vision to deliver the "Next Generation" of managed care in Ohio Medicaid, Ohio RISE will help struggling children and their families by focusing on the individual with strong coordination and partnership among MCOs, vendors, and ODM to support specialization in addressing critical needs. The OhioRISE Program is designed to provide comprehensive and highly coordinated behavioral health services for children with serious/complex behavioral health needs involved in, or at risk for involvement in, multiple child-serving systems.The Chief Information Officer (CIO) oversees multiple, interdependent business-sponsored IT projects that span one or more business units. Responsible for the success of the project(s). Must reside in Ohio.Fundamental Components: Manages Project Managers accountable for multiple interdependent projects that span one or more business units or functions. Build a high-performance team Is accountable to the Portfolio Manager to ensure that program milestones are met and that project activities are completed on time for an assigned program. Encourages staff development by providing leadership and mentoring to Project Managers. Ensures that projects align with the program's objectives by thoroughly understanding the business segment's drivers and issues Identifies and leverages project interdependencies to ensure synergy between the projects within a program and to promote benefits realization across the program. Manages to the program budget, and reports program cost information in an accurate and timely manner. Proactively identifies additional cost-savings to reduce overall program expenditures. Oversees program milestones, resolves issues, and removes the barriers that may hinder project execution. Proactively evaluates program activities, builds contingency plans, and executes corrective action on a timely basis to mitigate risks such as scope and/or budget variances. Maintains operational consistency and effectiveness by assisting Project Managers in the use of project management tools and processes. Evaluates projects utilizing quality measurements and monitoring mechanisms to ensure that deliverables meet or exceed expectations and integrate with overall program objectives. Conducts end-of-project performance reviews for Project Managers on the project team Adheres to APS project management methodology by leveraging and promoting the use of existing tools, capturing best practices, and identifying areas for process improvement. Monitors and holds Project Managers accountable for meeting performance metrics.Specific to the OHRise contract, responsibilities include but are not limited to:o Ensure that multiple OhioRISE Plan's data systems are able to connect and coordinate so that fields housed in one system (e.g., updated contact information) can readily inform other systems;o Ensure that information related to data systems, analytical methods, and analysis results is communicated in a way that allows optimal usage by all OhioRISE Plan's programmatic areas;o Ensure that program areas are aware of, and understand how to use data resources (e.g., files received from ODM, Health Information Exchanges, Electronic Health Records and data from OhioRISE Plan's contractors) and integrate those resources with programmatic data when necessary;o Ensure that member and provider facing websites and portals are easily navigable by the general public, members, providers, and other authorized participants in the CFT process by obtaining and incorporating feedback from these stakeholders;o Ensure that Information Technology projects are implemented timely and correctly, as specified by ODM;o Coordinate with other ODM-contracted MCOs, SPBM, and ODM to create a seamless view of the Ohio Medicaid interface with the public, members, and providers, resulting in all members interacting with Ohio Medicaid having a uniform way to access information; o Responsible for working with providers, particularly CMEs, to connect with and exchange information from OhioRISE systems to facilitate care coordination and efficient use of resources; ando Support program areas to integrate information contained within multiple data systems for use in improvement activities.Required Qualifications 5+ year's experience in the health insurance industry 7 - 10 years' experience with information systems, data processing and data reporting. Excellent analytical and problem-solving skills. Demonstrated leadership skills. Demonstrated relationship building and team development skills. Thorough understanding of data management and administration. Excellent communication skills;, written, verbal and presentation. Strategic thinker; skilled at strategic planning and goal setting. Ability to travel in state, 5-10% of the time. Must possess valid driver's license and proof of vehicle insurance.
