Job DescriptionBusiness OverviewAs part of the bold vision to deliver the "Next Generation" of managed care in Ohio Medicaid, Ohio RISE will help struggling children and their families by focusing on the individual with strong coordination and partnership among MCOs, vendors, and ODM to support specialization in addressing critical needs. The OhioRISE Program is designed to provide comprehensive and highly coordinated behavioral health services for children with serious/complex behavioral health needs involved in, or at risk for involvement in, multiple child-serving systems.This is a full-time telework position in Ohio. The Child Welfare Administrator is a state licensed clinical practitioner who collaborates with child welfare, juvenile corrections, juvenile detention systems, and other child-serving agencies; and is responsible to oversee the children's service delivery system. The Child Welfare Administrator oversees the development and implementation of community support programs and processes that ensure the needs of children and families are met. Fundamental Components: Collaborates with child welfare, juvenile corrections, juvenile detention systems, and other child-serving agencies, as well as internal teams to ensure coordination of efforts. Builds relationships with the State's agencies serving children and families through governance committee meetings. Drives development and enhancement of specialized youth providers within the State, who use evidence-based models to help youth achieve optimal growth and development. Oversees the design and implementation of the integrated delivery programs [Behavioral Health (BH), Physical Health (PH) and Social Determinants of Health (SDoH)] to ensure the needs of children and their families in the health system are met. Ensures collaboration with child welfare agencies and the juvenile justice system. Coordinates with members of various State agencies to ensure that programs developed reflect the goals and values of the CSoC. Develops and implements practice adjustments and policy and procedure revisions. Provides training and support to provide continuous improvement in serving children and families. Coordinates the assimilation of measures with continuous quality improvement efforts at the provider and network levels. Establishes a positive organization and company image within the state health care community. Participates in shaping the state integrated (BH, PH and SDoH) health system of care and resolving issues and challenges identified. Establishes and maintains on-going relationships with community organizations and contract stakeholders. Ensures integrated (BH, PH and SDoH) care needs of members are well served. Establishes and maintains ongoing relationships with key agencies, providers, physicians, hospitals, advocacy groups and State officials. Support delivery of care coordination by participating in the Child and Family Teams, providing expert support to care coordinators, and collaborating with stakeholders such as state agencies and advocacy organizations. Identify and address the unique needs of members and their families. Collaborate with Ohio's Educational Service Centers throughout the State to identify opportunities for collaborative learning, to sponsor community events, and to participate in advocacy.Required Qualifications Must reside in Ohio. An Ohio licensed Clinical practitioner with current, unrestricted licensure commensurate with educational field (LISW, LPCC, IMFT, or RN with behavioral health experience). 5+ years of experience in a public sector 5+ years of experience as a Children's System Administrator OR working for a managed health care organization overseeing collaboration with child welfare agencies and the juvenile justice system. Must possess lived experience (personal experience parenting or family engagement of a child or youth with significant behavioral health challenges or co-occurring disorders) OR professional experience in child-serving systems. 3+ years of experience with personal computers, keyboard navigation, and MS Office Suite applications. Willing and able to work beyond core business hours, Monday-Friday, 8 AM-5 PM. Willing and able to travel within the state of OH. Knowledge and understanding of state managed care market, regulations, practices and integrated health system strongly preferred.Education Master's degree in a Behavioral Health field with LISW, LPCC, or IMFT license required.
