Job DescriptionThe Lead Director of Government Affairs supports and enhances effective Federal and State public policy and advocacy related to dual eligibles, Medicare-Medicaid Plans (MMPs), and Medicare Advantage, Special Needs Plans (SNPs) through strategic issue assessment, policy development and analysis, timely production of advocacy materials, thought leader development, and coalition building. Thought leader with externally recognized dual eligible, MMP and SNP policy expertise that will partner with the business to lead advocacy for the next generation of duals programs. Works collaboratively with business and government affairs colleagues to interact with federal and state policymakers to support business development and policy priorities for dual eligible, MMPs and SNPs. Lead policy development to evolve state and federal regulations and other policies related to special needs plans and other integrated models, including issues related to star ratings, risk adjustment, clinical models, and others. Consult with business teams and government affairs colleagues to execute policy and advocacy plan to support business growth. Closely monitors policy development related to dual eligibles within Congress, CMS and states; summarizes, synthesizes and communicates business implications of legislative and regulatory proposals to business leaders, and takes action to influence these developments consistent with CVS Health's overall policy perspective. Develops and executes the Federal and State dual eligible public policy strategy for SNPs, MMPs and related issues. This includes understanding the external environment and incorporating business priorities based on feedback from business leaders and Government Affairs colleagues to set priorities for position development and Federal and State advocacy material preparation, updating the plan as necessary. Drafts and obtains company approval on full range of advocacy materials for use with Federal and State legislators and regulators which effectively articulate rationale for CVS Health positions. Ability to work effectively and professionally with Federal and State regulators/lawmakers, such as HHS, CMS, CMMI, state Medicaid agencies, and other government officials with responsibility for overseeing the health insurance industry. Work effectively with, influence and mobilize policy positions of health care industry trade associations, coalitions of employers, consumers, other groups in support of CVS Health and Aetna solutions. Actively and strategically educates and develops strong working relationships with a set of external, credible thought leaders (Key Opinion Leaders) in think tanks and academic institutions who exert tangible thought leadership on key dual eligible order to be successful in this role, you must exhibit the following: Experience working with Federal and State regulators/lawmakers, such as HHS, CMS, CMMI, Congress, state Medicaid agencies, and other government officials related to dual eligibles and Special Needs Plans Strong Medicare/Medicaid health plan experience, specifically knowledge and experience with dual eligibles and Special Needs Plans Deep understanding of individual state approaches and models for dual eligibles Knowledge of policy proposals related to integrated care for dual eligibles as well as current integrated models such as FIDE-SNPs, HIDE-SNPs, and MMPs Experience working with health care industry trade associations, coalitions of employers, consumers, and other groupsRequired Qualifications8+ years of experience in either public policy and/or in a legislative or regulatory affairs arena focused on dual eligibles and Special Needs PlansAbility to travel up to 10%COVID RequirementsCOVID-19 Vaccination RequirementCVS Health requires certain colleagues to be fully vaccinated against COVID-19 (including any booster shots if required), where allowable under the law, unless they are approved for a reasonable accommodation based on disability, medical condition, religious belief, or other legally recognized reasons that prevents them from being vaccinated.
