POSITION SUMMARY The Administration and Finance Department manages Agency budgets and helps coordinate departmental spending, manages day-to-day office management including supplies, security, facilities and equipment and is responsible for all payments to organizations, individuals, and vendors. The Fiscal Contracts Officer interacts with agency staff, vendors and grantees to manage the grant contracting process from generation of contracts to payments; and monitors contractual compliance. DUTIES AND RESPONSIBILITIES: Assists grantees, vendors, and agency personnel in preparing content for contracts; answering questions from all parties involved with the contract process; serve as a liaison between grantees and agency personnel. Reviews internal information of grant award packages and other contract-related details within the SmartSimple Grant Management System. Reviews award packages upon return for accuracy, completeness, content, and compliance. Manages MMARS (Massachusetts Management Accounting and Reporting System) activity related to the agency''s state and federal grant accounts to insure timely encumbrance and disbursement of program funds. Monitors grant activity using the agency grant management platform SmartSimple Performs periodic reconciliation of SmartSimple, MMARS, and the MCC internal budget tracking sheet for projected spending and expended balances to keep records current and ready for audit and/or legal review. Assists with internal and external grant reporting requirements such as National Endowments Funds Management. Assists with periodic public records and audit requests Assist staff by providing fiscal information to support programmatic narratives for reporting requirements and status of grant awards Review and process employee reimbursements in HRCMS Reconcile monthly bank and PCard statements Review vendor contract documents for completeness and compliance Review and process employee reimbursements in HRCMS payroll system Reconcile monthly bank and PCard statements Assist Manager of Finance and Budget with preparation of annual budget submissions to Administration and Finance and Senate Ways and Means. Provide other administrative and financial tasks and ongoing support across the department as needed. After a brief training period, this position will be eligible for a telework. The Mass Cultural Council staff is currently working remotely and will transition to a remote first hybrid work model in the future. Pay is determined by the Commonwealth''s NAGE Unit 6 collective bargaining agreement between the range of $71,428.50 to $102,981.06. Working knowledge of the MMARS and the Commonwealth Information Warehouse reporting system Extensive knowledge of state contracting process, accounts payable policies and financial reporting systems Proficient with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, and Teams Aptitude to learn Mass Cultural Council''s grants management system; SmartSimple and other financial applications as needed. Ability to interact with employees and constituents of different backgrounds and styles while demonstrating professionalism, courtesy, and a customer-centric approach. Analyze and determine the applicability of financial data, to draw conclusions, and make appropriate recommendations; to read and interpret documents such as financial reports, accounts, and contracts; to understand, apply and explain the provisions of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines; to perform mathematical calculations using formulas to solve problems and written instructions in a precise, understandable manner. Experience with the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing financial activities and uses of Department forms, documents, and reports; and of electronic data processing techniques, particularly as applied to finance. MINIMUM ENTRANCE REQUIREMENTS Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in supervisory, administrative, or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor''s degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* II. A Graduate degree with a major in accounting, business administration, or business management may be substitute for a maximum of two years of the required (A) experience.* *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of two years of the required (A) experience. No substitution will be allowed for the required (B) experience.
