This position is open until filled with an initial application review on June 3, 2022. This position works a hybrid in-office/remote schedule. Financial Services is a major organizational unit responsible for the general accounting function, internal controls, audits, banking services, cash management, investments, cashiering, billing and collections of receivables, administering gifts, bequests & trusts, negotiating and administering facilities & administrative cost recovery rates, annual corporate budget, tax and financial functions, purchasing and payroll functions of the Research Foundation. Responsible for the care, custody and control of all Research Foundation assets. Under direct supervision of the Finance & Budget Manager, the Audit Coordinator is responsible for and skilled in technical accounting especially GAAP and GASB and has the responsibility of coordinating and working with the organizations external auditors, Chancellors office auditors, and sponsor auditors, etc. They are required to proactively communicate with all other departments within the organization. The position interfaces with senior executives, auditors, other auxiliaries, university personnel and a variety of external agencies. This position requires organization, detail orientation, flexibility and the ability to be proactive, resourceful, and able to complete high volumes of complex tasks and projects quickly meeting tight deadlines. Reporting to the Finance & Budget Manager, the Audit & Coordinator is responsible for but not limited to:Financial Reporting and Audits (40%)Working closely with the Finance & Budget Manager, coordinate the annual financial and single audits. This includes scheduling with auditors, delegating to staff, assisting with the preparation of financial statements and related footnote disclosures.Maintain proficiency with recent GASB pronouncements, uniform guidance, GAAS, and other Federal audit and reporting requirements. Perform the annual VEBA and 403b audit, preparation of financial statements and tax filings.Perform the annual 403B plan audit and preparation of financial statements and tax filings.Collaborate with the Benefits Manager, actuary, external auditor and tax preparers to satisfactorily address all audit requests, Department of Labor and IRS compliance, and meet established deadlines.Reconcile all accounts related to employee benefit plans to external data such as investment statements and actuary reports. Analyze account balances for reasonableness and accrual basis accounting.Perform detailed analysis of investment statements to prepare complex annual trial balance and financial statements of the VEBA and 403(b) including MD&A and footnote disclosures. Financial statements must be prepared in accordance with Generally Accepted Accounting Principles of GASB accounting standards.VEBA Serve on the VEBA Trust Oversight Committee. Provide oversight of actuarial valuation.Direct and oversee the annual federal uniform guidance single audit.For the single audit, review the Schedule of Federal Awards and related SF-SAC (data collection) report prior to transmission.External Audits of Grants and Contracts (30%) Assist with the sponsor audits of grant and contract activities. Participate in the entrance and exit conferences. Arrange for auditor contacts with SDSURF and University personnel as necessary. Help arrange for provision of accounting records and other documentation requested by auditors. Provide auditors with information regarding accounting and management systems of SDSURF. Responds to auditor questions as necessary.Monitor the audit process, being sensitive to possible audit disallowances or perceived system deficiencies. Inform other management personnel of critical issues during audits and plan strategies for addressing those issues. Provide documentation and rationale to resolve questioned costs or system deficiencies.Assist with responses to audit reports. Prepare recommendations for correcting system deficiencies or improving internal controls. Maintain a record of all audits, audit reports and audit resultsMaintain knowledge and expertise of Federal and other government agency regulations pertaining to grants and contracts including the audit appeal policies for addressing unresolved audit issues. Prepare documentation and justification for presenting SDSU Foundation''s position. Assist in negotiation and resolution of unresolved matters.GASB Accounting Implementation and Maintenance (25%)Lead the GASB 87 implementation teamPerform lease audits to pull all key information for GASB 87 implementation and maintenanceUpload all lease information into EZ Lease and LeaseAcceleratorGenerate annual journal entries and prepare journal vouchers to post to our systemsLead the GASB 96 implementation teamPerform software audits to pull all key information for GASB 96 implementation and maintenanceLead and maintain all future GASB issuancesOther Duties and Responsibilities as Assigned: 5%Maintain a level of financial reporting knowledge to detect relevant issues, research applicable regulations, make recommendations and direct staff activities to comply with SDSURF policy and comply with financial reporting requirements.This position may be requested to lead or assist with projects that require substantial judgement and discretion, broad-based analytical skills and make resulting recommendations or provide information. Such projects often include collaborating with key university or SDSU Research Foundation departments, university and/or other auxiliary personnel and the ability to work independently.
