The Information Technology Division (ITD) of the State Court Administrator''s Office (SCAO) is seeking a professional-level Enterprise Business Analyst (EBA) to provide business analysis services for Minnesota Judicial Branch information technology-related projects and processes. This work consists of problem identification, requirements definition, determination of alternative solutions, and the analysis, design, development, and implementation of solutions, and processes. This work performs under guidance from ITD management and within the strategic direction of ITD, the State Court Administrator, and the Minnesota Judicial Branch. This position is classified as an Information Technology Specialist Ill. This position will work regular business hours, Monday-Friday. This position is a hybrid position that may require the candidate to work on-site at the Minnesota Judicial Center for up to 2-3 days per week, particularly during the onboarding period. On-site versus remote work may be subject to re-evaluation as business needs require. The Minnesota Judicial Branch offers a comprehensive benefits package. Example of DutiesThe following are examples of major job duties expected for this position to perform: Works directly with the project team including the project manager, technical lead, solution architects, database administrators, developers, and QA testers to ensure understanding of the IT solution''s requirements, functionality, size, and scalability. Works with and leads vendors on MJB business/system analysis practices and project requirements. May independently lead technical and business staff meetings to define project needs and participate in request for proposal (RFP) requirements. Facilitates requirements gathering sessions with business owners and designated subject matter experts to identify impacted business processes and document the project business requirements. Gathers and documents business process improvements for projects (e.g., ''As Is'' or ''To Be'' processes) to develop a representation of functionality to be used by the business to understand itself better, improve the business system, or design future state business processes to meet the court''s needs better. Performs detailed research when required and reports research findings to the project team. Analyzes identified problems/gaps to determine whether system changes are required. Identifies gaps in business processes and project deliverables. Create and document test cases to ensure the final product meets the business requirements and expectations. May also participate in testing/QA efforts and manage issue/defect lists. Typical QualificationsAny combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered. An example of an acceptable qualification is: Minimum Qualifications: Possession of a bachelor''s degree in computer sciences, management information systems, or related field or equivalent work experience. Minimum of 3 years of significant experience in business and systems analysis. Knowledge, Skills, and Abilities: Excellent analytical and problem-solving skills. Ability to communicate effectively both orally and in writing. Strong interpersonal skills emphasizing customer service, decision-making, conflict management, and teamwork. Ability to plan, organize, and perform work with deadlines and minimal supervision. Possession of a broad understanding of technology. Ability to adapt quickly to change. Preferred Qualifications: Experience with Microsoft Visio. CBAP Certification is a plus. Familiarity with ITIL. Work experience in a state agency, criminal justice, or other government setting. The full salary range for this position is $30.88 - $47.83 per hour ($64,477 - $99,869 annually).
