POSITION SUMMARY/CLASS DESCRIPTIONPerforms a variety of administrative and human services work in support of the Department of Housing and Community Development. General duties: coordinating the rehabilitation loan programs (Reinvest*Renovate*Restore, MD Whole Home and Renew Howard) for the department in accordance with program policies and procedures. Duties will include reviewing rehabilitation loan applications, working with residents to complete application requirements, submitting loans to underwriter in the department or at the state, assisting with loan closings and preparing files for monitoring and compliance. Assists Division Chief with coordinating resident and contractor trainings for rehabilitation loan programs; and preparing policies, procedures, compliance and auditing requirements related to the rehabilitation loan programs. Provides support for and acts as the backup for the Settlement Downpayment Loan Program and Foreclosure Prevention Program Coordinator. CLASS DESCRIPTION: Performs senior technical level administrative support work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work typically involves administrative, technical and para-legal work providing staff assistance to various Boards; or administrative secretarial or constituent services work assisting the County Executive, the State''s Attorney, the Chief Judge of the Fifth Judicial Circuit, Chief of Staff or the Chief Administrative Officer. Assumes responsibility for clerical procedures and office operations; maintains executive calendar and appointments. May supervise a support staff. Work at this level may include independent responsibility for a difficult and complex administrative or clerical process not requiring the attention of a professional or technical expert.ESSENTIAL DUTIES AND RESPONSIBILITIESInclude the following, other duties may be assigned: Extensive contact with banks, title companies, attorneys and the general public is essential. Leads monthly rehabilitation loan information workshops for potential applicants. Assists with development of new and existing program regulations, guidelines, policies and procedures. Assists with income qualification and credit review of applications. Addresses inquiries and communicates extensively with the public. Answers questions from residents and assists with completing applications. Works with contractors to complete loan requirements. Reviews funding availability with Fiscal Specialist II. Submits applications to underwriter for consideration by Loan Review Committee. Maintains files to ensure compliance with program guidelines. Requests updates to department website, marketing materials and literature for the public. This position reports to the Chief of Housing Opportunities Programs Division. SUPERVISORY RESPONSIBILITIES: This position does not have any supervisory responsibilities.MINIMUM REQUIRED EDUCATION/EXPERIENCEAssociate''s degree and four (4) years of related experience or equivalent combination of education and experience. PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES: Training and experience in mortgage loan processing and underwriting guidelines, and homeowner assistance loan programs similar to the County''s Reinvest*Renovate*Restore and State''s Whole Home loan programs. Proficient computer skills in Microsoft Office products, including Excel, an understanding of credit reports and the ability to learn and use CALYX underwriting software. Applicant may be asked to attend and present information at Housing and Community Development Board meetings (2-3 per year) as well as participate in 2-3 educational/outreach events per year with the Department. Meetings and outreach events may occur in the evenings and/or on weekends. LANGUAGE SKILLS, MATHEMATICAL SKILLS AND REASONING ABILITY: Ability to read, analyze, and interpret governmental regulations and documents. Ability to respond to common inquiries and business correspondence. Ability to effectively present information and respond to questions from top management, clients, customers, and the general public. Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent. Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of instructions furnished in written, oral, diagram or schedule form. Ability to sort through described problems to ascertain the issues that need to be addressed. CERTIFICATES, LICENSES AND REGISTRATIONSPossession of a valid driver''s license.
