ABOUT THE JOBOPEN UNTIL FILLED Led by a Board of Directors made up of elected officials from each of the 24 cities and towns and the five county supervisorial districts, San Bernardino County Transportation Authority (SBCTA) staff is focused primarily on freeway, interchange, and transit enhancements to the region that first and foremost benefit the taxpayer of San Bernardino County. Coupling that effort with various non-transportation related objectives from the Council of Governments role of the agency brings the mission of providing quality of life improvements to the residents, business operators, and commuters of our region to the forefront. For more than four decades, SBCTA (previously known as SANBAG) has taken pride in delivering on its commitment to the voters through the implementation of Measure I. This half-cent sales tax that generates transportation dollars that are from the region and for the region is a critical element in the agency''s goal to keep people and goods moving effectively. SBCTA calls the historic San Bernardino Santa Fe Depot home. Our headquarters not only positions the agency in the heart of the county, but is symbolic of our longstanding commitment to transportation. ABOUT THE JOBUnder general supervision, performs analytical, administrative and management duties and responsibilities related to facility/property management. Assignments may also include support, training, and analysis in the areas of human resources and information technology. In addition, provides analytical and project support for miscellaneous SBCTA tasks and functions as assigned. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Director of Management Services. May exercise functional or direct supervision over assigned staff/consultants. CLASS CHARACTERISTICS This is the full journey level class in the Management Analyst series. A Management Analyst II works under limited supervision and is expected to perform the full range of analytical work requiring complete knowledge of administrative principles and analytical practices. Positions at this level are distinguished from the Management Analyst I level by the duties and programs assigned as well as performance of the duties assigned, working independently, applying well developed analytical knowledge and exercising independent judgment and initiative. EXAMPLES OF TYPICAL JOB FUNCTIONSManagement reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Oversees all aspects of day-to-day building operations, maintenance and repair and advises Director of Management Services on recommended actions for: Oversight of contracts with building property manager and building tenant lease agreements.Capital improvement and capital maintenance projects for the building and SBCTA office.Coordination and oversight of facility projects.Security protocol with alarm systems, closed circuit television (CCTV) and guard service.Office space and furniture allocation, modifications, and installation.SBCTA direct office service contracts (paper shredding, plant maintenance, etc.) Facility ADA reviews and compliance.Visitor screening and check-in processes.Visitor and employee building access systems. Assists with Human Resources (HR) management including: New hire orientation and prepare new hire materials.Maintenance of employee files and records.Development of training materials and implementation of new programs and services.Participation in the Safety Committee and implements recommended safety projects; safety related inspections; arrange safety related training; maintain safety related equipment and supplies. Assists with the Information Technology (IT) system, including visitor system software, alarm system software, phone systems, and presentation and audio visual systems; assists with computer hardware and software upgrades as requested; coordinate moves and disposal of surplus equipment.Oversees the maintenance and management of SBCTA pool vehicle.Manages the ChargePoint electrical vehicle charging stations and related agreements.Plans, coordinates and evaluates activities associated with assigned contracts.Assists in the development of goals, objectives, policies and vestigates, interprets, analyzes and prepare recommendations in relation to proposals for new projects, programs, and/or services.Performs analytical studies by gathering information on work flows, staffing, operating procedures, equipment usage, and systems automation.Researches and answers routine and complex inquiries from managers, employees and other agencies and organizations.Assists in the preparation of department budget and management of department level procurements. Coordinates, implements, and monitors special projects within assigned area of responsibility.Makes recommendations on administrative and operational problems, policies and procedures.Stays abreast of new developments within assigned area of responsibility.Performs other duties as assigned.QUALIFICATIONSKnowledge of:Principles of budgeting, contracting, cost accounting and finance.Preparation of bid documents and specifications.Principles of organizational development, workplace safety, and training.Principles of project planning and contract management.Applicable state and federal statutes, rules, codes, and regulations.Procedures for handling confidential material.Record keeping and file maintenance principles and procedures.Business and personal computers, and standard software applications such as the Microsoft Office suite and ability to use a broader range of technology, systems, and databases. Skill in:Ability to learn, read, interpret, and apply and explain rules, regulations, policies and procedures.Writing reports, conducting analyses, and solving problems.Planning, organizing, and completing work within established deadlines.Working with contractors and/or others in conducting various transactions.Using initiative and independent judgment within established procedural guidelines.Assessing and prioritizing multiple tasks, projects and demands. Establishing and maintaining effective working relationships with tenants, vendors and other employees. Collaborating with municating effectively verbally and in writing. Education and/or Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration or a closely related field.At least three (3) years of progressively responsible analytical or administrative experience in a field closely related to the area of assignment or two (2) years of experience equivalent to Management Analyst I at SBCTA. Licenses and Certifications: Possession of or ability to obtain a California driver''s license and proof of automobile liability insurance by time of appointment. Position requires pre-employment background investigation, physical and drug test.SUPPLEMENTAL INFORMATION PHYSICAL DEMANDS Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds. ENVIRONMENTAL ELEMENTS This is primarily a sedentary classification and the employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The employee interfaces with staff, management, other departmental representatives, transportation and government officials, business representatives, and the general public in explaining SBCTA policies and requesting and providing information.
