VideosHelp Duties As the Regional and Business Development Managing Director, you will: Create business development strategies that facilitate the achievement of DFC''s strategic plan over time, and identify potential clients or client groups, associations, industry sectors that can help DFC achieve its organizational priorities. Manage DFC''s overseas regional business development staff who conduct business development to develop a pipeline of transactions for the agency''s finance, insurance and equity Offices. These business development efforts must align with DFC''s strategic plan over time, such as the DFC''s 2040 net zero emissions goal. Assist the overseas regional business development staff with evaluating specific potential investments for DFC credit and policy requirements. Facilitate communication from overseas regional business development staff to Vice President (VP)/OSFI and, on as needed basis, to various product lines at Washington, DC office (''Headquarters'') and vice versa. This communication to the overseas regional business development staff includes key developments, process changes, and shifts in focus. Manage efficient communication of deal lead information by the overseas regional business development staff, including use of the Agency''s pipeline system. Report important aspects of such information to line VPs on an as needed basis. Supervise all aspects of the OSFI business development team in the Washington, DC headquarters to develop a pipeline of transactions for OSFI that facilitate the achievement of DFC''s strategic plan and OSFI''s objectives. Coordinate the tracking of any policy issues and briefs on key foreign business development efforts with Agency policy leads for DFC leadership. Manage preparation of business, program, and policy reporting requirements for DFC overseas regional business development staff and external consultants for the State Department and other U.S. Government agencies. (This excludes the preparation of required documents such as the ICASS and NDSDD-38 reports.) Manage DFC activities to comply with such contracts. In collaboration with others within DFC, help negotiate the underlying contracts for these programs, such as the Power Africa contract with USAID. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your experience in all of the following: 1. Experience managing the business development of international investments or international financial transactions in a commercial bank, investment bank, international financial institution, or multilateral organization; 2. Experience reviewing applications for international limited-recourse project finance investments in emerging markets; 3. Experience reviewing applications for international corporate finance investments in emerging markets; 4. Experience applying U.S. government policy requirements for transactions in emerging markets; 5. Experience coordinating programs that source new business development opportunities in emerging markets; 6. Experience in multiple sectors (e.g. infrastructure, energy, financial services, telecom, etc.) at a commercial bank, investment bank, international financial institution, or multilateral organization; 7. Experience determining whether projects are feasible, creditworthy, and appropriate for support based on applicable policies, procedures, goals, and organizational priorities in consultation with expert advisors; and 8. Experience interacting with those that are developing USG policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
