BILLABLE LABOR CATEGORY: Senior Specialist II CAREER LADDER TITLE: SME II or III LOCATION: NCR, Vienna, VA JOB DESCRIPTION: Currently seeking a Communications Specialist to provide communication planning and management support to the Office of the Assistant Secretary of the Army, Financial Management and Comptroller [OASA (FM&C)], whose mission is to resource America''s Army through sound financial management and comptrollership, from budget formulation to auditable financial statements. The professional selected will recommend and implement ideas, improvements, and best practices to strengthen the customer''s internal and external communications and engagement. This position will be performed at the customer site at the Pentagon with a hybrid work schedule that includes telework OR in Huntsville, AL with a hybrid work schedule that includes telework. Characteristics of a successful candidate include possessing effective writing/editing skills to draft compelling content; demonstrates a sophisticated use of language; ability to work collaboratively; takes initiative and can multi-task; and possesses good verbal and customer-handling skills. Essential Job Responsibilities Implements the overarching strategic communications plan for OASA (FM&C), which includes communication initiatives tailored to the financial management and comptroller workforce comprising thousands of Soldiers and Civilians. Assists with the creation of quarterly communication plans, researching opportunities for outreach to key internal stakeholders and coordinating with organizations across the enterprise to ensure an all-encompassing communication approach. Drafts talking points, briefing cards, presentations, and other strategy documents pertaining to the development of the internal workforce for OASA (FM&C) leadership. Uploads photos and stories to the Defense Visual Information Distribution Service (DVIDS) and CORE content platforms. Writes articles focused on the accomplishments and capabilities of the workforce, working with the Army financial management and comptroller leaders to identify positive news stories. Updates official OASA (FM&C) social media platforms with engaging content, including LinkedIn and Twitter posts, curating content from the field and other relevant Army and DoD organizations. Develops video products for the OASA (FM&C) and Army financial management and comptroller workforce that convey the organization''s priorities and finance strategy. Edits Army Financial and Comptroller Profession Series episodes into clips for distribution on digital media platforms. Updates OASA (FM&C) websites, including SharePoint, with timely and relevant information, coordinating with each subordinate office to share content. Develops content for a quarterly OASA (FM&C) newsletter highlighting leadership directives, updates to the workforce, employee and Soldier highlights, and other relevant news and information. Assists with soliciting feedback from the internal workforce, analyzing information from surveys and focus groups to incorporate into strategic communication plans. Designs graphic materials for use in emails to the workforce, newsletters, internal presentations, and social media updates. Develops metrics reports based on communication objectives from quarterly communication plans, analyzing trends and making recommendations based on input from the workforce CLEARANCE REQUIREMENTS: Secret EDUCATION REQUIREMENTS: Advanced degree in management, accounting, economics, finance, or communications with a minimum of 9 years of relevant work. Preferred: Graduate of the Defense Information School Waiverable/Substitutable: bachelor''s degree with 11 years of experience, or 15 years of experience with no degree; and 2 or more years of experience on large, technically complex projects in areas of functional expertise. EXPERIENCE REQUIREMENTS: 2+ years of video storyboarding and editing. Good design instincts and experience in creating visually appealing communications are mandatory. Graphics design with 2+ years of experience. 2+ years of video storyboarding and editing 5+ years of social media management and leveraging social media metrics tools At least 5 of years of required experience must be DOD or Federal. Experience running MS Teams Live events and updating SharePoint sites Familiarity with American Forces Public Information Management System (AFPIMS), DVIDS, and CORE, the Army''s content management platform. Strong PR, media, or communications experience in a large and dynamic organizations. Knowledge of digital content channels. Knowledge of communications systems and processes, including experience with using video, web, and email systems. ADDITIONAL REQUIREMENTS : Excellent verbal and written communications skills, including ability to write technical documents and give state-of-the-art presentations to internal and external stakeholders. Demonstrated effective writing skills to produce compelling, high-quality copy on complex subject matter for diverse communication products. Strong judgment and ability to make well-reasoned independent decisions. Excellent interpersonal skills and ability to work independently. Organized, a detailed oriented individual with good time management skills. Strong client-service orientation. Ability to multi-task and maintain professionalism under tight deadlines in a team-oriented environment.
