Information Assurance Program Manager Excentium, Inc. is a Service-Disabled Veteran owned small business that provides Cyber Security Engineering, Information Assurance (IA), management, Certification and Accreditation (C&A), and other IT services to government and commercial organizations. We have an opportunity for an Information Assurance Program Manager (IAPM) supporting our corporate needs in the Springfield, VA area. MINIMUM CLEARANCE LEVEL: TS/SCI (CI poly required) CITIZENSHIP: US Citizenship LOCATION: Springfield, VA. Position Description: The IAPM maintains overall programmatic (cost, schedule, performance) responsibility for the execution of the contract and delivery of services and has full authority to act for the Contractor on all contract matters relating to daily operation of the contract. They will be responsible for providing day-to-day project management, supporting all cybersecurity, supply chain risk management (SCRM) program planning, quality assurance, day-to-day performance oversight, and managing the contractor staff activity. Further, the Program Manager will be working on information assurance, cybersecurity, and SCRM related assignments to ensure that program objectives are met with the resources allocated to the program. The IAPM shall have demonstrated capabilities in providing vision and driving a Program organization towards a target level. He/she shall have capabilities to analyze highly complex cyber security and network issues, recommend plans of action for staff (including both contractor and government personnel), and manage teams supporting resolution of these issues. Responsibilities: * Develop and maintain strategic plans. * Develop methods to monitor and measure risk, compliance, and assurance efforts. * Perform needs analysis to determine opportunities for new and improved business process solutions. * Provide enterprise cybersecurity and supply chain risk management guidance for development of the Continuity of Operations Plans. * Resolve conflicts in laws, regulations, policies, standards, or procedures. * Review or conduct audits of information technology (IT) programs and projects. * Evaluate the effectiveness of procurement function in addressing information security requirements and supply chain risks through procurement activities and recommend improvements. * Develop and document supply chain risks for critical system elements, as appropriate. * Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals. * Develop contract language to ensure supply chain, system, network, and operational security are met. * Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction, and monitor all significant activities so the service is delivered successfully. * Coordinate and manage the overall service provided to a customer end-to-end. * Gather feedback on customer satisfaction and internal service performance to foster continual improvement. * Manage the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements (OLAs). Required Qualifications: * At least five (5) years'' experience as a IAPM for Cyber Security service type, performance-based contracts, or program. * Experienced serving as a program or project manager leading and supervising a multi-disciplinary staff (50 person or more) of various levels. * Demonstrated experience managing programs delivering technologically complex solutions. * Demonstrated three or more years of experience with management of NGA or IC Information Technology Enterprise (ITE) contracts. * Demonstrated experience in implementing managed services approach in a multiple service provider, multi-subcontractor environment. * Demonstrated experience successfully managing disparately located personnel. * Demonstrated experience presenting briefings to senior customer management and customer stakeholders. * Bachelor''s degree, or higher, in Business, Financial, Management, Computer Science, Communications, Engineering or IT-related discipline, or equivalent 12 years'' experience as a PM. * Qualified candidates must possess one of the following IAM or IAT Level 2 certifications: * CCNA Security * CySA+ * GICSP * GSEC * Security+ CE * CND * SSCP * CAP * CASP+ CE * CISM * CISSP (or Associate) * GSLC * CCISO * HCISPP Excentium, Inc. is an equal opportunity employer.
