Job DescriptionJoin the Clean Energy Revolution The Power System Operation Specialist 4 will be directly responsible for compliance and documentation needs, will interact with multiple Organizational Units (e.g., E&C, BR, Law, Regulatory, ASD, Grid Ops, and others) to ensure SCE PSPS operations and compliance documentation is in alignment with SCE, CPUC, and other regulatory requirements. This position will provide regulatory compliance oversight and functional leadership to compliance Sr. Advisors and operational personnel during Blue Sky and PSPS events in addition to recommending improvements to critical business processes and organizational strategic initiatives. This position will coordinate with leadership across the enterprise to support the implementation of the Critical Business Records (CBR) Program for PSPS in coordination with the PSPS Business Resiliency compliance organization. This position will evaluate, develop, and document strategies for creating new compliance programs at SCE and will work with management to implement programs based on those strategies. This position will provide guidance and work with training personnel to ensure all compliance and training requirements are met in accordance with SCE, AS&P, and PSPS-specific goals. Provide regulatory compliance expertise and compliance oversight responsibility for PSPS events and related processes, procedures, and initiatives. Performs as a lead for internal and external Data Requests and WMP quantitative and qualitative narrative responses. Serve as an industry expert of the SCE electric grid (transmission, subtransmission, distribution) concerning operations, interdependencies, and PSPS compliance training program requirements. Performs as a Subject Matter Expert for other utilities and agencies involved in PSPS Operations requiring periodic engagements to discuss technical details and process improvements. Provides technical guidance and leadership to Compliance Program Owners and Program Managers on critical business record evidence gathering, documentation and retention in support of the CBR program. Coordinates with the Compliance & Training Senior Manager and PSPS Operation''s Management to ensure compliance and training requirements are fulfilled across the organization and in accordance with regulatory and business requirements. Accountable for coordinating closely with the Audit Services group on any PSPS-related audit reporting and will work to address any concerns raised by Audit Services in coordination with the PSPS Operations team. Coordinate with the Regulatory Affairs group and the Law Department on PSPS-related compliance questions from intervenors on regulatory proceedings Coordinates closely with Business Resiliency and OUs impacted by PSPS program. Leads the development of PSPS Operations compliance implementation schedule based on risk. Leads the discovery processes related to internal and external data requests and post event reporting, including data requests associated with regulatory proceedings and compliance processes, and internal audits reporting requests. Evaluates and develops strategies for forming new compliance Programs across PSPS-impacted OUs. Develops metrics and procedures to capture and report progress on critical business records and compliance activities to the organization and SCE leadership. Prepares presentations and reports and briefs officers and senior level management on the status and progress of compliance requirements and on potential risks. Responsible for supporting the development and enforcement of PSPS processes and procedures to ensure functional and inter-departmental teams achieve organizational compliance goals. Responsible for identifying strategies for compliance process and continuous improvement. Leads compliance requirement tracking and the development of associated controls and measures. Reviews new and emerging regulatory requirements against compliance & training program effectiveness. Performs needs analysis reviews to ensure compliance with established PSPS protocols, works directly with management across various OUs to communicate, obtain feedback, and gain support for PSPS objectives. QualificationsThe essentials Ten or more years combined experience in electric system operations Knowledge of SCE Transmission & Distribution Business Line and SCE policies, practices, procedures, objectives, and strategies Experience with regulatory, legal, audit, policies, and procedural formulation experience The preferred Bachelor''s degree in applicable profession, such as business, technical discipline or related field. In-depth understanding of Public Safety Power Shutoff (PSPS) protocols and tools utilized during execution events Knowledge and experience applying regulatory and legislative compliance for utilities (FERC, NERC, CPUC, etc.). Experience working in Quality Assurance or Quality Control or Compliance programs Organizational experience with high level of initiative and ability to effectively interface, motivate, collaborate, lead, and partner with stakeholders, senior management, and team members to help drive compliance and ensure stakeholder buy-in. Excellent interpersonal, communication, and presentation skills Advanced understanding of PSPS protocols and procedures Experience with Wildfire Management Plans and compliance requirements Advanced understanding of SCE Outage Management System and Energy Management System Knowledge and understanding of SCE grid (transmission, subtransmission, distribution) configuration, lines, connectivity, and interdependencies. Strong analytical and problem-solving skills NERC Reliability Coordinator Certification You should know ... Work Mode: When a return-to-office date is determined, this position''s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days.
