The Executive Office of Elder Affairs (EOEA) is seeking a dedicated and experienced individual to join (EOEA) as the Assistant Director, Assisted Living Certification and Compliance Unit. The Assistant Director, reporting directly to the Director of Assisted Living Certification and Compliance Unit (AL Unit), will assist in overseeing the managing regulatory oversight of approximately 270 Assisted Living Residences (ALR) throughout the state. The Assistant Director will manage Certification Specialist staff who conduct the on-site biennial compliance reviews in the ALRs, review complaints, incidents and referrals from the Ombudsman and allotting resources to address concerns of Resident health safety and wellbeing in a certified ALR. This individual will be responsible for the direct supervision of the six (6) staff field staff responsible for the biennial on-site compliance review process ensuring that all established standards are in place prior to the issuance of a new or renewal certification by EOEA. In addition, the Assistant Director will monitor submitted incident reports and review complaints to determines the need for an investigation in to an identify issues, assessing ALRs resident care and support of systems to achieve high quality, safe and reliable services. The Assistant Director will assign staff to other projects as they present to the AL Unit. The assignments are assigned to the field staff according to individual''s workloads, experience, and knowledge of the subject matter of the assignment. All aspects of the Assistant Director''s work require efficient oversight of scheduling, planning and ensure that the established processes and associated task required for each assignment is applied to the process to achieve positive outcomes beneficial to the Residents in the ALR, the staff and Managers and the ALR industry overall. Below are several projects the Assistant Director will work on: Ensure that the recertification process of the ALR and all other associated assigned task are accomplished in a timely manner; maintaining a dashboard of assignments and activities with planned outcomes to track the progress of the Units workload to inform the Director level and above when needed. Serve as first point of contact for guidance sought by the ALR, consumers or colleagues from within EOEA on the MA assisted living regulations standards of practice and related Resident care concerns. Participate in the ongoing process of reviewing and analyzing the existing processes and methods of evaluating and determining the ALR''s compliance with the regulations can be improve and promote Resident health and safety while residing in an ALR. Serve as back up for Director of Assisted Living by effectively manage the office in the absence of the Director, attending internal and external meetings, and performing signatory authority on contract documents. Responsible for the hiring, onboarding, and training of all certification specialist staff and conducts annual performance appraisal (EPRS) including all administrative duties associated with the process. Duties and Responsibilities (these duties are a general summary and not all inclusive): Manage field staff of six (6) field staff who are responsible to ensure regulatory compliance via the on-site reviews in the ALR every two-year period. The current number of ALRs operating is 270. The responsibilities associated with the process include the following responsibilities: Manage the site visit schedule to ensure that compliance reviews are done within the timeframe identified in the regulations. Ensure that the established standards set for the compliance review process are in place and maintained by all staff for each inspection conducted. Review and approve all compliance reports written by the field staff prior to them being issued to the ALRs. Manages any issues that arise during the process to ensure consistency in the process. Be the primary contact for Al Industry if needed during the process to reinforce expectations and further explain acceptable standards for the health, safety and welfare of the Residents living in the regulated ALRs. Ensures that prior to the issuance of a certification to operate that the ALR has met the expected standards of operation under the MA regulations. Reviews all documents sent to the Secretary for signature on each certificate issued. Review all complaints received and follow-up according to established protocol. Work with Legal Counsel and the Office of the Ombudsman on matters related to ongoing compliance and matters of complaint. Manages the intake of public records request (PRR) as well as the assignment to staff to ensure delivery of the requested material within a timely manner. Conduct annual reviews and evaluation of all staff. Manages the office operation in the absence of the Director. Required Qualifications: Excellent verbal and written communication skills. Experience in regulatory interpretation and compliance report writing. Strong computer and data analysis skills. Ability to prioritize, balance multiple assignments and adjust tochanging circumstances. Knowledge of, and experience with, Electronic Documents Management. Bachelor''s Degree in Business Administration, Public Administration. Experience in a regulatory oversight, training, personnel and project management and labor relations. Demonstrated experience in interpreting regulatory language, training and excellent report writing capability. Preferred Qualifications: Decisive self-starter with demonstrated management and leadership skills. The ability to build and motivate and train effectively. Sound judgment, analytical skills, and creativity. Ability to manage relationships in a high volume, unionized work environment. Ability to act independently and work collaboratively. Knowledge of, and experience working in with, electronic documents Management. Working knowledge of the applicability of the MA Assisted Living regulations a plus or a background in regulatory compliance, report writing accompanied by excellent writing skill. In addition, EOEA is responsible for numerous other state and federal programs including LTC Ombudsman, Certification of Assisted Living Residences, Prescription Advantage, Elder Nutrition and Meal services, SHINE (program to counsel elders on health insurance options), congregate and supportive housing, and CSEP (a program for older workers). Also housed in EOEA, (but funded through MassHealth) is the Office for Long Term Services and Supports, which manages a portfolio of MassHealth funded community and institutional services, including Nursing Facilities, Chronic Disease and Rehabilitation Hospitals, Home Health, PCA, day and residential programs, medical equipment, as well as other services and supports critical for elderly and disables consumers to live in the community. PACE and SCO, two highly successful integrated care programs serving over 40,000 elderly and disabled consumers are also included in this Office.
