Background JTAPIC is a Department of Defense (DoD) program in support of the Executive Agent with responsibility to collect, integrate, analyze, and store operations, intelligence, materiel, and medical data to inform solutions that prevent or mitigate injury during the full range of military operations. The JTAPIC Program links medical, intelligence, operational, and materiel communities to collect and analyze data from combat incidents to help inform decisions by Department of Defense Senior Leaders, Combatant Commanders, Combat Materiel Developers, Training and Doctrine Organizations, and Test and Evaluation Organizations to prevent or mitigate injuries to US Warfighters. Job DescriptionThe Combat Operations Analyst, located at the JTAPIC Program Management Office, Fort Detrick, MD, collects, integrates, and analyzes operational and intelligence data pertaining to Conventional and Special Operations Forces (SOF) combat engagements to identify capability gaps that contribute to injury or death. The analyst oversees and validates integration of operations, intelligence, medical, and materiel data and analysis input to the JTAPIC relational Database (JDB) by JTAPIC partner organizations, ensures compliance with program standards for completeness, quality, and integrity, identifies critical data gaps, and initiates collection and analysis efforts to fill them. The JTAPIC Combat Operations Analyst is the subject matter expert on the integrated data contained within the JDB and the tools, processes, and methodologies for querying and extracting data to support current and future analytical efforts. Key Responsibilities * Collect, integrate, analyze, and input combat incident data to the JDB spanning operations, intelligence, medical, and material data domains.* Coordinate data collection and analysis efforts with JTAPIC Partner Organizations to ensure database incident records support a comprehensive understanding of the combat incident and consequences.* Identify critical data gaps, initiate collection activities to fill them, and ensure additional collected information is properly integrated to the JDB.* Identify select combat incidents warranting detailed analysis, conduct deep-dive analysis to produce comprehensive case-studies, and present case-studies at monthly JTAPIC working group meetings.* Perform routine roll-up and trend analysis of combat activities and resulting casualties for presentation at monthly JTAPIC working group meetings.* Identify and document capability gaps across the domains of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) contributing to combat casualties/injuries. Develop and present recommendations to fill capability gaps to prevent or mitigate the impact of injuries.* Provide combat operations and analytical Subject Matter Expertise (SME) and consultation in support of the JTAPIC Program, to include:* Provide data and analysis in support of JTAPIC Request for Information (RFI) processes.* Participate in and conduct meetings and teleconferences.* Provide consultation to Service Training and Doctrine organizations to ensure a clear understanding of the JTAPIC program, facilitate RFI submissions, develop/maintain awareness of impending doctrine and training initiatives, and advocate proactive reporting to support JTAPIC data requirements.* Coordinate with JTAPIC Chartered Intelligence Partners to develop and maintain contacts in the Intelligence Community and deployed units to gather, enhance, and validate additional information to fill critical gaps. Required Qualifications * US Citizen with an active Top Secret (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI).* Bachelor''s Degree. Degree requirement may be modified or waived by hiring manager based on extensive and relevant specialized experience.* Extensive Combat Arms military experience at the level of Senior Noncommissioned Officer or Field Grade Officer with leadership positions held at the Battalion level or above.* Minimum of two (2) years of combat experience.* Effective verbal and written communication skills, ability to interface with senior military officers, managers, peers, and subordinates.* Current residence within, or affirmed willingness to relocate to, daily commuting radius of Fort Detrick, MD.* Affirmed willingness to work full-time onsite at the Government Client''s facility.* Confirmed status as fully compliant, or affirmed willingness to become fully compliant, with current Cognosante and Department of Defense COVID-19 vaccination requirements.
