Develop and implement appropriate training plans for staff. Utilize performance management and data analysis to improve operation and staff efficiency. Develop, implement, supervise and maintain a preventative maintenance and repair program for all vehicles and equipment. Responsible for the overall general operation/effectiveness of the Fleet Operations Section. Evaluate vehicle and equipment needs; prepare purchase specifications to meet user needs and participate in the selection and procurement of vehicles and equipment. Evaluate fleet condition on an ongoing basis; make recommendations on fleet size and composition and establish replacement criteria. Utilize and maintain the operation of a computerized system for tracking all vehicles and equipment, shop labor, parts inventory/use, vehicle utilization, fuel usage, billing, etc. Assist in the preparation of the section budget and monitors expenditures to ensure compliance with approved budget. Assist in the development of a rate structure methodology and policies that are understandable to customers. Educate staff and customers on how rates are calculated, and fees are set.Assist in the development of rental rates and charge back policy to recover costs of operation, maintenance and replacement of vehicles equipment. Coordinate charge-back to corresponding user departments, line of businesses or programs.Assist in the development of a City-wide fleet electrification plan.Supervise and control inventory management activities for parts and fuel inventories. Review and approve invoices and purchase orders. Oversee the inspection of all purchased vehicles and equipment for compliance with specifications. Manage the disposal of surplus vehicles, equipment, and materials.Coordinate and maintain a collaborative working relationship with customers and staff from various departments, and act as a liaison to outside agencies. Maintain and manage the maintenance of require records and provide written reports, summaries and recommendations.Track and stay current with the rules and regulations pertaining to fleet business. Stay aware of the latest innovations and trends in vehicles, equipment, and maintenance technology. Advise users accordingly. Responsible for modeling Public Works Department values of Respect, Collaboration, Innovation and Excellence; developing long- and short-term goals and objectives for the section; establishing a proactive customer-service oriented fleet services program; and creating a team atmosphere encouraging staff members to participate in section development. Punctual, regular, and reliable attendance is essential for successful job performance.Perform other duties as assigned. Minimum qualifications & RequirementsKnowledge/Skills/Abilities Knowledge of municipal organizations and budgeting.Knowledge of current supervisory and personnel management practices.Knowledge of the operating and maintenance principles of gasoline and diesel powered vehicles and equipment.Knowledge of the operating and maintenance principles of electric vehicles and charging stations.Knowledge of fleet management, vehicle maintenance, inventory control, cost accounting and rate structure systems and analysis.Knowledge of automotive and heavy equipment specification writing, procurement, maintenance standards and disposal practices.Skill in managing change related to both organizational structure and equipment. Ability to communicate clearly and concisely to users of various levels of technical understanding.Ability to supervise others including schedule, organize, coordinate, train, discipline, and conduct performance reviews.Ability to work cooperatively with others as a leader of a service delivery team.Ability to prepare and maintain various records, reports and inventory schedules.Ability to complete long/short term planning, develop goals and objectives and create new policies and programs.Ability to prepare budget presentations and administer budget. Experience/Education Five or more years of progressively responsible professional management experience or similar experience in fleet management, vehicle repair/maintenance or a related field including two or more years of supervisory and budget management experience required. Bachelor''s and/or Associate degree in Fleet Administration, Automotive, Mechanical Engineering, Public Administration, Business, or related field desired.Automotive Service Excellence (ASE) Certified Master Mechanic desired. Specialized training or related education may be substituted for the desired education or required experience on a year-for-year basis. Special Requirements A valid Washington State Driver''s License is required. Supplemental informationContacts The Fleet Operations Supervisor has significant, daily contact with crew members, other supervisors, other City staff and vendors/ manufacturers. Contacts are for the purpose of supervision, information sharing, work coordination, and conflict resolution. The Fleet Operations Supervisor is the key communication link between the Section and various user groups. A primary responsibility is coordinating the work of the Fleet Services staff to meet user needs. Contacts with various users are to respond to service related questions or complaints, and to determine program effectiveness and assess new policies, programs and procedures needs. Supervision Supervise all assigned staff. Accountability The Fleet Operations Supervisor is accountable for the overall operation, quality, efficiency and effectiveness of the Fleet Operations Section. Working Conditions The Fleet Services Supervisor generally works in an office and shop settingMost repair work is completed in a shop; on occasion, equipment repairs are made in the field which may involve hazardous conditions. The work can involve exposure to safety hazards normally associated with general vehicle and equipment repair.Stress associated with project deadlines and competing requests is present.
