The incumbent works in the Community Health & Performance Management Division assisting the Executive Community Health Nursing Director with the overall adherence to established clinical policies, protocols, regulations, and standards within the scope of Agency, State and Federal guidelines. This is a highly sensitive position conducting administrative nursing duties working with program managers, physicians, nursing staff, and other paraprofessionals. Consults with staff on client and public health program needs. Your Specific Responsibilities: This position remains current with clinical practice standards, conducting regular QA, QI of 340 B Medication program, Family Planning, STD, and other programs based on standards of care, established national criteria and DOH-Pinellas County contractual requirements. Ensures quality customer service and compliance with all federal and state rules and regulations, as well as local and state policies and procedures. Participates and assists in training and mentoring clinical staff. Monitors drug issuance and bulk pharmaceutical processes, ensuring local and state compliance. Distributes program information to staff and ensures implementation of new procedures and policies by monitoring, tracking, and reporting outcomes. Serves as a resource and referral source, assisting staff in accessing public health program best practice sources. Collects, evaluates, and analyzes data on public health program documentation, coding, and other clinical measurements supplemented by direct observation and review. Prepares detailed reports and presents those work products, including corrective actions, to improve clinical and operational performance. Assesses and provides consultation to public health programs to assist in the collaboration of integrated clinical services. Coordinates and oversees the DOH-Pinellas Information and Education Committee (I&E), acting as the I&E Coordinator for reviewing new and existing materials completed internally to ensure the materials are current, factual, culturally sensitive and language appropriate, as mandated in Title X regulations. Conducts special projects as assigned. Provides preventative infectious disease services as a Registered Nurse to DOH-Pinellas clients in a variety of settings. Performs interviews, assessments and physical exams, reviews medical history, orders and reviews laboratory tests and makes decisions on the type of care needed by the clients. Monitors medication and initiates appropriate therapies for certain conditions. Advises and counsels client on health promotion, STD & HIV risk reduction, and care and management of disease. Provides clinical support, training, and guidance on implementing PrEP services to high-risk clients. Supervises and oversees the PrEP care coordinator who assists clients in navigating PrEP services, including follow-up at 30, 60, and 90 days and beyond if needed. Supervises assigned staff. Communicates with, motivates, trains, counsels, disciplines, evaluates and recruits. Evaluates staff performance through observation, review of records, team meetings and individual conferences. Obtains input from staff, reinforces team building and gives opportunity for expressing concerns. Provides, coordinates ongoing training for staff. Approves leave requests for supervised staff. Coordinates leave schedule with other supervisory staff to ensure continuation of service delivery. Initiates, collects, verifies, and monitors data for routine quality management activities as well as special projects. Examples include but are not limited to EARS, timesheets, leave and attendance, incident reports, audits, and clinic statistics. Monitors for the accurate data entry into the electronic health records in order to meet all required reporting and productivity standards. Data is submitted accurately on appropriate forms electronically and meets deadlines. Other duties as assigned: Assists as needed in all Florida Department of Health in Pinellas County centers based on agency need. Provides professional leadership and nursing care in SNU shelter. Attends annual staff and nursing in-services and Nursing Action Team Meetings when scheduled by agency. Obtain all Florida Department of Health and Florida Department of Health in Pinellas County required yearly training. Completes time sheet, EARS, and mandatory training in a timely and accurate manner. Meets or exceeds SMART performance expectations including but not limited to ensuring that inspections are accurate and timely, ensuring statistical reporting is accurate and timely, and that licensing checklists are complete and accurate. Knowledge, skills and abilities, including utilization of equipment, required for the position : Skill in operating a personal computer utilizing word processing, data processing and graphic programs Knowledge of methods of data collection Ability to collect and analyze data Ability to plan, organize and coordinate work assignments Ability able to handle multiple tasks simultaneously Ability to work independently and be self-motivated and self-directed Knowledge of principles and techniques of effective communication Knowledge of the principle and practices of health education Ability to design and produce health promotion and public health materials Ability to establish and maintain effective working relationships with others Previous experience with community organizations and the public Ability to apply rules, regulations policies and procedures Have a clean Florida drivers license and have dependable transportation. Qualifications: Minimum Clear and active nursing license At least 3 - 5 years of professional nursing experience with at least two years as a Community Health Nurse or in a higher-level community health nursing class with the State of Florida which included, supervisory, administrative, consultative, or educational public health nursing experience. Preferred Bachelor''s degree from a U.S. accredited college or university with a major in nursing or related field & three years of professional nursing experience, including one year of supervisory, administrative, consultative, or educational public health nursing experience, & licensure as a Registered Professional Nurse in accordance with Florida Statute 464 or eligible to practice nursing in accordance with Florida Administrative Cope 210-8.27; or A master''s degree from a U.S. accredited college or university in nursing, nursing education, public health, or a related field can substitute for the required general nursing experience.
