Departmental administrative tasks that ensure the efficiency of the purchasing office. Working with a dynamic team of other administrators and buyers you need the ability to prioritize workflow, be organized, communicative, multitask well and detail oriented. Work in a fast-paced, fun and teamwork driven environment. Provide great customer service when dealing with the public and the departments we serve. Under general supervision of the Deputy Purchasing Director, the Construction Bid Coordinator develops contract documents for all construction projects processed through the Purchasing Department. Reviews and performs analysis of the final contract for compliance with established guidelines and legal requirements. Coordinate quality control of projects and associated files of bid documents. Create Request for Proposals (RFPs) for publication and provide support in the solicitation and awarding of all construction projects. Point of contact for public records requests and other related administrative duties in support of the department''s needs.Receive completed bid documents and complete an analysis, ensuring all required forms are included; not limited to the following: Insurance, State of Alaska Davis Bacon and/or Federal Wage rates, appropriate Disadvantaged Business Enterprise (DBE), Goals and Specifications, Equal Employment Opportunity (EEO) requirements and other required documents - and federally funded requirements are met. Create files for RFQ bid abstracts, ITB bid abstracts, bid documents and prepare for final approval. Determine schedule for public pre-bid, bid opening meetings with department members and release final bid to the public (publication on municipal e-bid website); Title 7 requirements. Publish advertisements to MOA Public Notices. Arrange project reproduction, resolve issues and coordinate delivery. Create RFPs for publication and all associated ''Intent to Award'' and ''Award'' letters.Provide public viewing and distribute paper abstracts to the public as required. Obtain and validate current corporate resolutions for final approval. Publish preliminary abstract on ''e-bid'' and maintain current status of files. Ensure requisitions meet legal requirements and match requisition. Enter awarded bid and memos into the information management system. Request Responsible Bidder Questionnaire, AWWU DBE and FEMA documents post bid opening and verification OSHA website.Generate and release document process(es), from conception and close out of bid. Attend public bid openings and distribute paper abstracts to the public as required. Coordinate initial distribution and controls the contracts during the signature process. Assign purchase orders to contracts, verify signed contracts from vendors. Notify departments for contract pick-up and publish abstract. Complete year-end archiving and update for Buyer review.Minimum Qualifications / Substitutions / PreferencesHigh school, GED or equivalent and four (4) years of work experience in purchasing including drafting Request for Proposals and/or Invitation to Bid, reviewing documents for completeness and compliance with applicable regulations, laws and statutes; coordinating competitive procurement processes.ORAssociate''s degree in Accounting, Business Administration, Finance or closely related academic discipline and two (2) years of work experience in purchasing including drafting Request for Proposals and/or Invitation to Bid, reviewing documents for completeness and compliance with applicable regulations, laws and statutes; coordinating competitive procurement processes.ORBachelor''s degree in Accounting, Business Administration, Finance or closely related academic discipline.Preferences:Direct work experience providing customer service.Work experience with SAP.Holding an Alaska Notary Public commission.Additional Important InformationPreference will be given to Anchorage Municipal Employees Association (AMEA) employees. The minimum qualifications of the position must be met for preference dividuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference as permitted in Municipal Personnel Rules 3.30.031 D must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual''s command organization and show the name, signature, title and contact information for the signer providing the statement of service.
