JOA Team LeadTeleworkUS Citizenship** The JOA HR Operations Sub Lead will report to the HR Operations Lead. They will be responsible for the 5 JOA HR Specialists working on developing and opening JOA and bringing them to closure. They will be responsible for all work coordination, reporting, and management of the JOA activities in the IRS Talent Acquisition efforts. Responsible for quality assurance of all work in the JOA creation to closure work performed, developing SOP and standards, and other procedures as needed. Acts as a subject-matter expert for hiring efforts for Management, Administrative, and Professional positions for Federal Agencies and/or cases related to Benefits, Compensation, or Personnel Action Requests. Performs complex Position Classifications for General Schedule (GS) and Wage Grade (WG) positions to ensure that a well-regulated classification program is maintained. Recommends improvements to current practices, procedures, and policies, specifically in the development and update of job analysis procedures and the modification and maintenance of the classification program. Develops and oversees processes related to employee, recruitment, examination, compensation, and other Human Resources functions. Job Responsibilities * Prepares the most complex position evaluation reports and communicates actions that must take place as a result of position classification/management determinations. * Develops expert or unique position descriptions utilizing appropriate formats, assigns positions to the appropriate technical, scientific or administrative group(s) and determines appropriate grade level based on the application of classification protocol and standards outlined by the Office of Personnel Management (OPM) and the Department. * Recommends effective methods for attracting applicants, creates advertisements, and establishes hiring timelines. * Provides expertise on the most complex cases regarding processing and calculation of employee compensation. * Acts as the expert on the most challenging cases related to federal employee Benefits administration, laws, regulations, policies, and business processes. * Reviews staffing processes for efficiencies, and implements new methods of receiving field hiring needs, posting job opportunity announcements, tracking receipt of applications, reviewing qualifications of candidates and determining eligible applicants, extending conditional offer, tracking pre-employment drug testing and background investigation and extending final job offer. * Establishes guidelines and procedures for the creation & maintenance of the library of Standard Field MAP position Job Opportunity Announcements (JOAs). * Serves as the subject matter expert on the most complex/challenging Personnel Action (PAR) cases applying expertise on federal personnel processing guidelines. * Provides determination of qualified and eligible applicants for the most complex or unique positions, based on a variety of tools (e.g., task-based, written cognitive and non-cognitive examination, physical ability tests and psychological assessments) based on the evaluation criteria of the position to be filled. * Develops candidate selection instruments, including job simulation employment tests and test validation. * Meets with supervisors and administrators to review job duties statements and identify critical skills, knowledge, and abilities of the most complex or unique positions. * Conducts classification studies by meeting with managers and employees, reviewing position descriptions, auditing positions, recommending classification actions, conducting appeals, preparing assigned statements and writing classification specifications for unique positions. * Plans, conducts, and/or oversees salary and total compensation surveys; tabulates and analyzes salary survey data; and makes recommendations on compensation matters. * Plans, recommends, and carries out recruitment programs; coordinates intensive recruitment efforts with operating departments; and develops sources of qualified applicants. * Develops and evaluates alternative methods for solving compensation, classification, or staffing issues and prepares reports of findings and recommendations for solutions. * Provides professional and technical advice and assistance on a variety of human resources issues and problems. * Acts as a mentor and trains and provides guidance to less experienced junior team members. * Seen as the highest level subject matter expert in the field and consults with team members regarding high-level inquiries; acts as a mentor and trains and provides guidance to junior team members. Minimum Qualifications Bachelor''s Degree in Human Resources, Business, Management, or a related field. Master''s Degree preferred. HR certification such as PHR, SHRM-CP, or equivalent preferred. Requires 15+ years of Human Resources classification experience, including 10+ years of Federal HR Experience. DEU Certification Required. cjpost
