Job Posting DescriptionThe Program Administration Manager will manage one or an aspect of a large program. May develop and implement program plans, scheduling and budgets. Identify and manage the development of new programs and monitor the performance of programs and recommend changes. Hire and train staff as needed. Assist and advise executives on project initiatives.Principal Duties and Responsibilities:* Leads Research Executive Committees governance initiatives as related to new and existing structure of the committees and change management processes.* Manages the development of internal evaluation methodologies, data tracking systems and deliverables to meet Committee needs, support decision making processes and promote transparency through communication channels.* Prepares budget proposals and establishes budget control system for expenditures.* Proactively communicates with senior leadership to recommend programmatic and business process improvements, equipment and resources.* Manages the implementation of program annual measurable goals and objectives.* Establishes methodology for tracking and proactively reporting to leadership on progress.* Serve as sole project lead for the preparation, planning, and execution of annual Scientific Advisory Committee review for the Research Enterprise.* Effectively provides technical and administrative support to programs by meeting weekly or bi-weekly with Department representatives to ensure reporting remains on track and within budget.* Performs need assessments, evaluates and analyzes individual program and overall unit or department effectiveness; implements appropriate procedures to ensure efficiency and accuracy to fulfill the Research Administration and Institutional missions.* Leads strategic planning with project team(s) on risk analysis, timelines, high level application implementation milestones, and go-live dates to carry out program goals and objectives.* Collaborates with external partners to ensure program and contract deliverables are met.* Provides technical advice, policy interpretation, and guidance for application of appropriate procedures to staff, students and administrators.* Interacts and maintains liaison through public presentations (small and large format) via the web or in person with staff, faculty and outside/community agencies in facilitating program objectives.* Project Management Responsibilities:* Gathers functional requirements for business processes and supporting software systems and generates applicable documentation including Project Charters, Functional Specification Documents (FSD) and use cases.* Implements innovative workflow analysis and requirement gathering techniques to capture precise specifications from dynamic end user groups.* Creates wire frames, screen mockups and semi-functional prototypes to assist end users in designing systems and evaluating various proposed solution designs.* Works in collaboration with software development engineering teams to come up with appropriate test plans, test cases and requirement coverage matrices.* Manage project scope, timeline and risk through formal change management processes.* Coordinates, selects, trains and evaluates division or department staff.* Develops and facilitates workshops, seminars and orientations.Minimum Knowledge and Skills Required:* Typically requires Bachelor''s degree and a minimum of 4 years'' experience. ( Associates Degree with minimum of 6 years of experience). Master''s degree preferred.* Work requires the analytical skills to collect information from diverse sources, apply professional principles in performing various analyses, and summarize the information and data in order to solve problems OR design relatively complex systems and programs that cross department/divisional lines.* Work requires strong communication skills and well-developed writing skills.Boston Children''s Hospital offers competitive compensation and unmatched benefits.* LICB
