LABOR CATEGORY : SME 1 SEHLKE POSITION TITLE : Financial Analyst LOCATION : Multiple locations, Arlington, VA, on-client site once COVID-19 restrictions are lifted., Indianapolis, IN, Remote JOB DESCRIPTION : This position supports the Army''s Financial Management Command conducting root cause analysis of Department Journal Vouchers (JV). Through review of the JV package, including ensuring all supporting documentation is in the package and that the JV input is accurate. The ideal candidate will provide general knowledge and ''firsthand'' experience using the Army''s General Funds Enterprise (GFEBS) to determine the root cause of the assigned entries. Will provide analytics of the why did it happen, how was it done and where the processes correct to determine the root cause analysis. This will assist in the final step to help provide remediation techniques to the client. Experience auditing federal financial statements for federal agencies. Understanding of current impediments to auditability of financial statement line items or financial statements and prioritize the impediments based on their material impact on proper financial statement presentation. Ability to identify discrepancies with financial statement line items to include identifying abnormal balances, reviewing journal vouchers, and identifying unsupported adjustments. Understanding of Financial Reporting Controls. Understanding of applicable federal accounting policies and procedures. Experience reviewing and validating general ledger balances. Understanding of Army and DoD-wide business practices and processes; documentation and analysis of financial and functional transaction flows; workflow documentation and analysis Experience identifying best practices and proven methods for remediation of audit impediments from across the Army, Department of Defense, Federal government, and private sector Receive assigned Journal entries from client then utilize multiple systems such as JVAT, DCAS, CEDMS, GFEBS, GCSS-A, LMP, DDRS-B, and DDRS-AFS. Determine Root Cause analysis for unsupported accounting entries. Ability to manage Projects to determine which projects ''outweigh'' others. Looking for an Initiative-taker, someone that can work independently and be motivated about the work that they do CLEARANCE REQUIREMENTS : DoD Secret **Must have an active clearance for initial consideration. ** EDUCATION REQUIREMENTS : Mandatory: Master''s degree in Accounting, Finance, Information Technology, or Business Management Waiverable/Substitutable: Bachelor''s degree CERTIFICATION REQUIREMENTS : Mandatory: No certification requirements Waiverable/Substitutable: CDFM, CGFM, CICA, PMP (If have a bachelors and one of these certs, no waiver required) EXPERIENCE REQUIREMENTS: Required: 4 years of professional experience 4 years of federal financial management AND 2 years of federal accounting experience Experience auditing federal financial statements for federal agencies. SYSTEM SPECIFIC EXPERIENCE REQUIREMENTS : Candidate must have a general knowledge of GFEBs Understanding of DDRs is a Plus Microsoft Office product knowledge is mandatory.
