All Source (CT) Analyst - Training and Compliance Lead (HC) Location District of Columbia, Washington Department OPERATIONS Employment Duration Full Time Celestar Corporation has an IMMEDIATE NEED to identify an All Source (CT) Analyst - Training and Compliance Lead (HC) who will be seated in Washington, DC. ANTICIPATED AWARD DATE: May/June 2022 ANTICIPATED START DATE: June 2022 PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years LOCATION: Washington, DC CLEARANCE REQUIREMENT : Active Top Secret Level Clearance with SCI Access and Polygraph; Clearance, Access and Investigation must appear in DISS and be within scope (6 - Years); Exceptional candidates without a Polygraph will be considered and a Polygraph will be administered. RESPONSIBILITIES * Provide All Source Counterterrorism analysis to support the mission of the Department of Defense (DoD) Security Classification/Declassification Review Team (SC/DRT). * Develop and conduct personnel training programs, classification and declassification guidance and procedures, and the employment of compliance standards associated with classified document handling. * Serves as a subject matter expert (SME) in classification and declassification * Serve as the Subject Matter Expert for research of detainee-related information impacting mission tasking. * Perform security classification/declassification reviews for a variety of documents, i.e., reviewing classified information to identify all information that is classified, and the level of classification based on the classification guidance of the DoD Component Original Classification Authorities (OCAs) or their Government representatives. * Provide requisite personnel supervision to perform security classification/declassification review and make determinations of documents pertaining to detainees currently or formerly held at Guantanamo Bay, Cuba (GTMO). * Oversee research and analysis to support recommendations for classification and declassification decisions on behalf of the OCA or DIA representatives * Responsible for records management and archival responsibilities related to all project documents. * Coordinate, collaborate, and communicate with the Program Manager; verbally and in electronic communications to address potential problems, issues, and/or risks that may adversely affect the mission and completion of contract tasks activities and deliverables and suggest mitigations. REQUIREMENTS * Experience in developing and conducting personnel training programs, classification and declassification guidance and procedures, and the employment of compliance standards associated with classified document handling. * Security Classification Reviews : Review classified information in support of detainee litigation processes. Review allows the identification of classified information and the level of classification, based on the classification guidance of the DoD Component Original Classification Authority (OCA) and Government representatives. Assist in the preparation of classified or unclassified summaries with OCAs or their representatives and attorneys involved in the detainee litigation process. Ensure reviews meet DoD OGC, OMC, PRS and DoJ standards. * Declassification : Review classified information for possible declassification I support of detainee litigation processes based on guidance provided by DoD Component OCAs and Government representatives. Assist in the preparation of unclassified summaries of the information that cannot be declassified, with OCAs, their representatives and attorneys involved I the detainee litigation processes. Ensure declassification meet DoD OGC, OMC, PRS and DoJ standards. * Analysis and Coordination of Classification/Declassification Reviews : Make recommendations for classification and declassification decisions on behalf of DoD Component OCAs or their representatives. Coordinate classification and declassification equities with other DoD and national level agencies, Military departments and Combatant Commands (CCMD) in a fast paced interagency environment. Ensure recommendations meet DoD OGC, OMC, PRS and DoJ standards. May be tasked, as needed, for agency FOIA request or pre-publication review. * Proficiency using Microsoft Office tools; brief materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.) * Work independently with minimal oversight; provide thorough and completed products * Exceptional oral and written communication skills * Flexibility to travel to USSOUTHCOM Headquarters (Miami, FL) or Guantanamo Bay, Cuba * Valid US Passport EDUCATION & EXPERIENCE : Senior : Master''s Degree and twelve ( 12) years of experience or Bachelor''s Degree and an additional five (5) years of related experience for a total of seventeen (17) years in lieu of a Master''s Degree with at least a portion of the experience within the last 2 years.
