Job Title : Community Manager Location: Office: The Kiln Responsible for 111 apartments at The Kiln Hours: Office hours: Monday Friday, 8:30-5:00, 30-minute unpaid lunch 40 -45+ hours per week. Late or early hours or weekends may be necessary to complete job duties Reports To : Regional Manager FLSA Status: Exempt Date: August 2022 Summary: The Community Manager is accountable for all community operations. Ensures the efficient operation of the property by operating within established financial guidelines and budget, meets established property standards, maintains occupancy at reasonable levels, reviews and monitors delinquent accounts and takes required action while responding to resident requests in a timely, efficient, and courteous manner. Works independently. S upervises and coordinates all site management related issues in conjunction with Maintenance Technician and Leasing Agent. Perform any of the duties of their direct reports in their absence. Provides support to all staff to meet property standards and goals. Supervision Exercised: Full-Time Maintenance Tech, Part-Time Leasing Agent (during lease up) Essential Duties and Responsibilities: ( Any one position may not include all of the duties listed, nor do the listed examples include all that may be found in positions of this class.) Responsible for the initial Lease Up of the property Develops monitors and oversees all property management related programs, policies, plans, contracts, and agreements. Coordinates and oversees resident functions. Manage assigned property in the most efficient and profitable manner possible, given existing market conditions consistent with the goals and objectives of the company and property owner. Meet monthly and annual rental, financial and maintenance goals. Handle incoming phone calls & walk ins from residents and prospects pertaining to their needs relative to the property. Hires and trains and supervises Maintenance & Leasing staff. Drafts annual performance reviews. Assist in preparing and ensuring staffing schedules that are consistent with property needs. Oversees all aspects of rental/management office. Monitors all rental programs, maintains waiting lists, and administers all renting and leasing procedures. Maintains database Yardi. Ensure that all physical aspects of the property are at all times, fully functional and maintained in attractive condition. Communicate effectively with owner, residents, staff, and corporate office. Ensure any issues or areas of concern are addressed promptly and thoroughly. Responsible for daily advertising Effectively show, lease and move in prospective residents. Responsible for collection of rent, tracking and collection of all delinquent monies due to the property (rent, fees, security deposits, etc), 14-day notice process, summary process and any resulting legal proceeding to collect said delinquencies. Liaison with attorney for representation and communication Oversees Rent Caf Leasing and Resident Payments Responsible for the application process, move in, notice to leave and move out procedures. Prepares vacancy reports and updates database and turnover tracking with status changes related to acceptance of deposits, move-ins and move out procedures. Settles security deposits within 30 days of move out. Prepares monthly management reports. Working closely with SVP, prepares annual operating budget, monitors and performs budget projections. Develop and oversee comprehensive marketing plan. Responsible for monthly Market Surveys of Competition. Weekly traffic report analysis to keep informed of market trends Monitors energy/utility consumption. Responsible for all office & marketing supplies Interacts and negotiates contracts for services and supplies. Maintains key log for subcontractors. Handles all interaction with all residents (customer service, questions, and oversight of complaint procedures) Conducts new resident orientation meetings. Enforces the lease, all company policies & procedures. Oversees security system & procedures. Schedules capital improvements & oversees subcontractors on site in conjunction with Maintenance Technician. Implement and adheres to approved budgets. Oversees all aspects of maintenance/turnover, major replacements, snow removal, common area cleaning, landscaping and extermination. Manage snow removal/clean-up of property with sub-contractor and residents Handles all aspects of site and unit inspections. Monitors all aspects of site safety, accident and insurance reporting and emergency training. Follows through with evictions and apartment transfers. Monitors work orders, purchase procedures and inventory. Approves all portfolio related invoices. Attends budget and leasing meetings as scheduled. Completes workers comp report forms when an employee is injured. Arranges and obtains training and certification required by OSHA or any other governmental agency Solicits all bids for major repairs, purchases or contracts. Prepares and oversees budget. Special projects and other duties/responsibilities as maybe determined or assigned Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education & Experience: Bachelors degree in related field or equivalent knowledge or experience. Three years of related work experience. RPA, ARM, CPM designation preferred. Initial exams for any education/certification are paid for by the Company; any need for subsequent exams to pass and retain license(s)/certifications will be at Employees cost. Required Skills, Knowledge & Abilities: Must be familiar with housing management, budgeting, housing regulations. Knowledge of Microsoft Word, Excel, and databases. Excellent verbal and written communication skills, self-motivated, flexible, creative and detail oriented. Positive, innovative approach to problem solving. Presents ideas in a clear, concise, understandable, and organized manner; negotiate, persuade, and modify opinion in order to reach the goals/objectives of the organization. Ability to work in an organized, efficient manner with a high level of accuracy, attention to detail, and follow-through. Ability to exercise judgment and discretion is critical to success. Ability to work independently. Must be professional at setting priorities and coping with competing demands. In addition, must possess strong organizational and supervisory skills and the demonstrated ability to work as a critical member of a team.Other Requirements: Valid Drivers License. Must have reliable transportation as personal vehicle is a requirement for the position. Traveling to any Heritage Properties site for work during the business day (mileage is reimbursed). Heritage Properties obtains background reports (also frequently referred to as consumer reports) from a third-party vendor. Such background checks will only be conducted as authorized by law and only after an authorization form has been completed. Required to walk interior and exterior of properties in good & bad weather. Infrequent light physical effort required. Required to drive to and from Heritage property sites with personal vehicle, mileage is reimbursed. Work is typically performed in an interior/office work environment; however, the position does require the ability to physically inspect the property in its entirety, the ability to oversee all maintenance functions, and assist with emergency measures as required. Travel is required between the 2 properties as well as travel to corporate or other sites for meetings/trainings as needed/scheduled. Mileage is reimbursed.
