Military spouses The public U.S. Citizens, Nationals or those who owe allegiance to the U.S. Clarification from the agency All U.S. Citizens Help Duties As a LEAD TELECOMMUNICATIONS SPECIALIST at the GS-0391-13 some of your typical work assignments may include: Establish and implement broadcast/audio-visual technical standards and DMA project milestones for White House and State Department projects, Military Department projects, DMA Field Engineering projects, and the American Forces Network-Broadcast Center (AFN-BC). Coordinate DoD-wide broadcast equipment technical standards with DoD engineering and procurement activities, other government agencies, and commercial broadcast equipment manufacturers. Analyze technical proposals from industry and accurately determines which product meets a predetermined specification and which does not. Articulate and, communicates to the team, work to be performed, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion. Lead the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization; making adjustments to accomplish the workload. Qualifications You may qualify at the GS-13 grade level, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Leading engineering/installation team or project team with scope comparable to geographic region responsibility or greater. In depth technology support for a wide range of technologies, inclusive of RF, digital video acquisition, transport, control, display and distribution; Senior Telecommunications Officer directly engaged in systems and infrastructure design and implementation; in-depth Radio/TV operations and transmissions support Specialization in digital networks and network infrastructure and operations is desirable. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0391 series. Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
