Central Research, Inc. is seeking a FOIA Analyst that has knowledge of the FOIA and the Privacy Act (PA) and has experience with processing complex FOIA/PA requests for a federal agency. This position will be telework/work from home until COVID-19 safety precautions change. With limited supervision, the FOIA Analyst shall review, organize, and analyze documents for production in response to FOIA requests using an eDiscovery platform, including determining responsive records, identifying confidential business information, intra-agency, pre-decisional and deliberative information, or attorney work product, and personally identifying information. Responsibilities & Duties:Review a large volume of documents using an eDiscovery system.Identify document responsiveness to FOIA request.Make recommendations regarding the disclosure or nondisclosure of highly sensitive documents responsive to complex FOIA requests by researching and analyzing the content of the records.Redact all portions of records for which an applicable FOIA exemption would apply to withhold release to the requesters.Identify the Freedom of Information Act exemptions used. Identify the Privacy Act (PA) exemptions used.Perform legal support functions which require discretion and recommendations regarding laws, precedent, regulations, Agency policies, and judicial and administrative proceedings.Process incoming FOIA and PA requests and monitor responses for legal and other requirements. Maintain detailed administrative case notes for all assigned work.Other duties, as assigned, relating to the efficient processing of FOIA requestsIdentify and correct document deficiencies as directed by the COR or the Contracting Officer.Prepare charts, graphs, and tables as directed.Provide a daily/ weekly progress report to COR.Minimum Qualifications:Bachelor''s degree3 years of technical experience in processing complex information requests under the FOIA/PA Proficient use of eDiscovery software and Adobe Acrobat ProAbility to successfully obtain and maintain a Public Trust clearance Preferred Qualifications:FOIA and PA processing experience with the following agencies: EPA, DOE, Dept of Transportation, Department of Treasury Knowledge of EPA Regulations 40-CFR Part 2Knowledge of OMB Circular A-130, Management of Federal Information Resources Knowledge, Skills & Abilities:Knowledge of the Freedom of Information Act (5 U.S.C. § 552), its procedural requirements and application of Privacy Act ExemptionsKnowledge of The Privacy Act of 1974 (5 U.S.C. §552a), its procedural requirements and application of Privacy Act ExemptionsStrong research and analytical skillsExcellent written and verbal skills with the ability to interact with individuals at all organizational levelsAbility to handle multiple tasks within specified deadlinesProficiency in managing and processing FOIA/PA requests in FOIAXpress/ eDiscovery software systemsWorking knowledge of personal computers and software (Microsoft Word and Adobe) As permitted by applicable law, CRI employees must provide evidence of the full COVID-19 vaccination as defined by CDC guidelines OR secure approval of medical or religious accommodation for the vaccination mandate.
