The assigned individual tracks and manages bid and proposal activities, while also ensuring proper review processes and coordination actions occur as needed or directed. The successful candidate should have experience managing project schedules. This position is fast paced with regularly changing priorities, so the candidate must be able to manage multiple requests and tasks simultaneously. The Proposal Manager duties will include: * Reviewing, dissecting, and managing incoming customer / client solicitations (e.g., requests for proposals, white papers, rough orders of magnitude, statements of capabilities, etc.) * Planning and coordinating efforts associated with responding to customer solicitations including proposals, from pre-solicitation to response submission (e.g., Q&As, questionnaires, etc.) * Ensuring compliance with solicitation documentation * Maintaining a submittal list and BD pipeline tracker for regular reporting to management and group leads * Coordinating proposal workspace creation and archival as responses (e.g., proposals, bids, etc.) are completed and submitted * Supporting capture managers, principal investigators and proposal volume leads with technical editing and document formatting as needed * Supporting corporate business and business development efforts as needed What you''ll need to be successful in this role * Strong interpersonal communication skills * Strong organizational skills and attention to detail * Ability to coordinate deadlines around demanding schedules and competing resources * Self-motivated, reliable, and trustworthy * Knowledge and experience in capture and proposal processes (e.g., the Shipley Business Development Lifecycle) * Proficiency with Microsoft Office applications including Word, Excel, Outlook, PowerPoint, SharePoint, and Teams Primary location, position type and expected hours of work * This is a full-time position at the BlueHalo Rockville, MD office. Although this is not a remote opportunity, you will be able to participate in a hybrid work schedule. Days and hours of work are nominally Monday through Friday, between 8 a.m. and 5 p.m. (Eastern Time) Required education and experience * Knowledge of the business development lifecycle, specifically proposal development * A minimum of 5+ years of experience in this role * A US citizen Preferred Education and Experience * A BS or BA degree in business administration or related degree * Experience with business capture process and/or proposal development within the federal government or defense contracting in industry * An active security clearance Qualifications US Citizenship required IND123
