Overview Mellinnium Engineering dba Axient LLC. is looking for an Operational Energy Strategic Communications Technical Writer to support our customer in Washington, D.C. Travel will be required see minimum requirements section below. Responsibilities The OESC Technical Writer provides strategic communications, technical writing expertise, and support to the OUSD (A&S) Environment and Energy Resilience (E&ER) office for Operational Energy (OE) - Innovation (OE-I) and its staff. This includes applied writing skills to the generation, review, and/or editing of OE-I documents, presentations, strategic communications, component reports, project reports (e.g., OE Capability Improvement Fund (OECIF) and OE Prototype Fund (OEPF)), DoD and Congressional reports, and strategies. Work includes the ability to develop, support, review, edit, and reformatting of documents, presentations, and implementing strategic communications and initiatives, for internal DoD and USG use, and potential external release. Develops and implements strategic communications and initiatives for both internal DoD/USG use and public release. This includes technical documents released into the Defense Technical Information Center (DTIC), and digital/social media/website for OE-I. Uses innovative strategies to strengthen the operational energy innovation story. At the direction of the customer, develops a strategic framework to incorporate climate change initiatives into operational energy innovation projects. Prepares speeches for the Director OE-I and provide inputs for senior leader presentations to various constituencies. Collaborates with the Military Services energy offices and operational energy portfolio stakeholders (including legislative liaisons and White House teams) to develop successful OE-I communication strategies and products * Prepares and coordinates strategic operational energy innovation messaging across DoD consistent with energy strategy and policy * Prepares OE-I presentations content for print and electronic media * Coordinates strategic events/messaging for operational energy and innovation symposium/events and technology demonstrations * Generates new techniques to make OE-I communications more effective * Drafts promotional content for the media and the web * Ensures operational energy messaging is consistent with senior leadership philosophy and guidance * Uses innovative and strategic communications to build and strengthen Congressional relationships and legislative priorities * Develops strategic communications for maximum impact with multiple constituencies such as - service energy offices, research labs, policy makers, opinion leaders, and combatant commanders (and their teams) * Develops/organizes communication functions within event planning, web communications, speechwriting, and briefing materials * Serves as strategic communication advisor to the Director OE-I * Provides communications support to projects and help identify communications related needs * Supports office in review, editing, and redrafting of OE-I documents, presentations, and reports generated within OE-I as requested including products for the OECIF and OEPF programs * Performs other duties as assigned Qualifications Minimum Requirements and Preferred Qualifications: * Bachelor''s degree in English, journalism, public relations, communications, technical writing, energy technology or technical field, or related field. * Alternatively, minimum 8 years of experience in strategic and technical writing communications. * Demonstrated knowledge and expertise in communications strategy within the government - preferably Department of Defense with experience in Operational Energy. * Excellent writing skills; innovative approach and creative execution. Outstanding project management skills. * Creative and strategic application of digital and social media technologies. Experience and expertise in media relations, public affairs, crisis communications, issues management, social media and public relations. * Proficient in Microsoft office software (Word, PowerPoint, Excel, SharePoint, 365 platform toolset) * Preferred: Master''s degree and directly related work experience in energy policy, legislative affairs, and strategy. * Must have an active and transferrable DoD security clearance with current investigation at the required level. Must be able to maintain the required clearance* Requires working in multiple locations including the Pentagon and Mark Center, regularly traversing between these locations and Crystal City. Moving on the bus and subway, carrying briefings and material to support large groups. Moving between multiple desks. The ability to attend field locations in unimproved areas, climbing stairs, potentially ladders up the sides of vehicles, traversing unimproved fields, outdoors in all types of weather. Ability to travel around the country individually or with groups, taking all modes of transportation including driving. Must meet applicable COVID safety requirements and protocols
