Culmen International is hiring a Senior Acquisition Resource Program Analyst to provide support for the program management office supporting the United States Special Operations Command (USSOCOM )located in Fort Belvoir, VA The Acquisition Resource Program Analyst is responsible for understanding the DoD Planning, Programming, Budgeting and Execution (PPBE) process and working closely with the Program Manager (PM), Deputy Program Manager (DPM), Assistant Program Managers (APM) and Resource Management Office in support of specific programs. Roles and responsibilities included but not limited toInterpreting planning guidance, analyzing data and performing cost analysis.Assisting with the review and consolidation of detailed program/budget estimates and justification data, planning and conducting various phases of budget planning, formulation and execution.Assisting with preparing program/budget presentations, developing and preparing various written program/budget justifications and reports, primarily the Program Objective Memorandum (POM).Assisting with the development and justification of organization programs to determine short term and long-term requirements, ensuring these requirements relate to the overall organization objective and provide updates to appropriate financial databases.Providing financial management program analysis as a subject matter expert, for the planning, developing, justifying and submitting of the unit''s Program Budget Submission (drafting required documents, presentations, data or database collection, requests for approval and coordination, and drafting responses to inquiries and requests from external organizations).Identifying issues, critical shortfalls, programmatic disconnects, or duplication of efforts across the Unit''s program developing, preparing, and submitting a POM containing all requirements necessary for the successful execution of the Unit''s mission as well as inputting the unit''s requirements/funding/over guidance into the financial database.Conduct security and data management and administrative support.Provide acquisition and business management support, to include developing schedules and life-cycle cost estimates, and performing various analyses to include Program Objective Memorandums (POM), Presidents Budget (PB), Special Access Program Annual Reports and Congressional Staffer Briefs. Provide recommendations to Government personnel pertaining to development of the annual spend plan execution.Assist in developing acquisition strategies and plans to support research, development, production, acquisition, and sustainment of systems. Advise APMs vis-a-vis Financial Management Regulations to assist in development of program support documentation (e.g., SAMP, APB, AoA, etc.) in order to support the acquisition strategy/plan, to assist in acquiring appropriate approvals specified by the Program Manager, PEO and the Acquisition Executive.Advise Government personnel and support Staff in the preparation of new requirements documentation and assist Government personnel in preparing new equipment and system SOOs and SOWs to satisfy validated unit requirements.Assist in tracking the status of procurement and development actions.Prepare and assist APMs as needed in submitting sub-tasks to the receiving supply support.Facilitate procurement and acquisition planning sessions with user departments'' representatives to ensure understanding of the POM and PB process and associated timeframes, and establish respective roles and responsibilities. Basic Requirements:TS Clearance with SCI Access eligibility requiredMaster''s degree in Business Management, or a related field (e.g. Accounting, etc.).Ten (10) years of general experience and six (6) years of relevant experience in a program or resource management office.As a tradeoff, a Bachelor''s degree in Business Management, Computer Science, Information Management or related field, twelve (12) years of general experience and eight (8) years of relevant experience in a program office.Five (5) years of experience supporting Financial Resource Management and DoD acquisition programs.Three (3) years of experience supporting Special Operations Forces (SOF) operations, resource management or acquisitions.Equivalency of level 3 training in DODFM Certification.Experience staffing documentation packages at the Major Command (MACOM) level.Familiarity with DoD Financial Management Regulations 7000.14R and SOCOM Financial Management Directives as they apply to USSOCOM Directives 70-1 and 71-4, as well as all of the associated references listed within.
