Description Lead Engineer- Cross Enterprise Maintenance Support Washington, DC Responsibilities: * Serves as the senior technical advisor for maintenance policy advisory groups crossing Navy organizations and ship enterprises such as Surface Team One (ST1) and Carrier Team One (CT1). * Supports processes for closeout of cost and completion data from various systems into Ship''s 3M history. * Participates in engineering studies on maintenance execution analysis, cost estimating processes, and readiness reporting. The candidate should be familiar with: * Developing, improving, and reviewing all tactical, operational, government-industry, and strategic metrics, using experience with knowledge management, statistical analysis, information reporting, and surface ship maintenance and modernization end-to-end processes. * Providing expertise based on knowledge and experience with OPNAV, Fleet, TYCOM, and NAVSEA requirements to ensure maintenance policies and processes are aligned, compliant, and effective. * Assisting with the Surface TYCOM Advisory Review Board (STAR Board), approving and defending the surface depot availability programming submission to OPNAV. * Collecting requests for 3-M system requirements changes, either from users or from the 3-M Requirements Management Board (RMB), and package them in a way to allow the Change Control Board (CCB) to efficiently review and act on the requests. * Incorporating, validating, and implementing changes approved by the CCB. * Updating policies and standards associated with work closeout, including NAVSEA instructions, the Joint Fleet Maintenance Manual, and NAVSEA Standard Items. * Identifying flaws in maintenance cost and completion data reported in various Navy systems. Work with stakeholder organizations, including Naval Sea Logistics Center (NSLC), CNRMC, SEA 04X, Naval Information Warfare Systems Command (NAVWAR), Carrier Planning Activity (CPA), Surface Maintenance Engineering Planning Program (SURFMEPP), Submarine Maintenance Engineering Planning and Procurement (SUBMEPP), RMCs, and naval shipyards to improve the accuracy of data reported to Ships''3-M History. * Assisting with the maintenance policies and processes to improve the annual Program Objective Memorandum (POM) submissions utilizing knowledge of and experience with the Planning, Programming, Budgeting, and Execution (PPBE) process. * Developing effective policies for estimating, planning, tracking completion of availability work packages and monitoring compliance of work closeout data reporting. Required Qualifications * Ten (10) years of experience in Cross-Enterprise Navy Maintenance Processes and Policies. * Bachelor degree (BS/BA) in a field of Science or Engineering. * US Citizen with Secret Security Clearance Desired Qualifications * Advanced degree in Science or Engineering.
