SummaryUnder general direction of the Director of Administrative Services or designee, the Facilities Manager is responsible for overseeing and managing the daily operations of the Building Services Division. Provides strategic planning as it relates to City of Frisco Building Services by making recommendations, managing the division''s budget, participating in short and long-term planning, and overseeing service contracts. Supervises assigned division staff, coordinates projects, and organizes facility related repairs. In addition, this position monitors and troubleshoots complex systems, which include heating, ventilation, and air conditioning, electrical, plumbing, and security. The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description. Salary range $90,000 - $126,000 depending on qualifications.Essential Job Functions & Other Important DutiesManages the daily operations of the Building Services division including supervising assigned staff; planning, coordinating, prioritizing, and evaluating work activities; establishes and maintains performance and customer service standards; trains, counsels, disciplines, and conducts performance evaluations. Establishes goals and objectives for the Building Services Division for operational effectiveness. Plans, directs, and conducts regular meetings with maintenance staff to discuss schedules, budgets, problems, workload, and progress of assigned projects.Maintains safe work practices for all employees and division activities.Plans, organizes, and directs facilities maintenance operations and functions and provides input on renovation projects in city buildings.Prepares and manages the annual budget by researching information, recommending purchases, expenditures, capital equipment, presenting budget or recommendations, monitoring ongoing expenditures, and recommending budget adjustments. Implements the approved annual budget and responsible for direction and approval of all procurement within the division. Provides technical guidance and develops specifications for supplies, parts and equipment and services requested of contractors.Maintains and develops preventative maintenance programs for facilities, assets, and equipment. Manages multiple contracts for repair, maintenance, and capital improvements to city facilities. Participates in the development of bid/RFP/RFQ solicitation documents and other bid documents related to facilities maintenance. Oversees, including contract administration and dispute resolution, all external vendor contracts, such as HVAC, elevator, security, and fire systems. Ensures that contractual agreements are carried out according to specifications, schedules, and budgets. Inspects city facilities to plan maintenance activities and to ensure compliance with building codes, and other safety standards, such as indoor air quality. Receives and resolves employee, building occupants and citizen complaints.Ensures that work orders are completed in a timely manner and maintains records and reports as required. Other Important Duties:Assists assigned employees when workload is excessive. Ability to be on call, work nights and weekends as needed.Regular and consistent attendance for the assigned work hours is essential. Performs other related duties as assigned.Job RequirementsKnowledge of managerial and administrative principals and practices related to the organization and operation of a facilities services division to include:building maintenanceplanning, design, constructionbudget developmentKnowledge of advanced commercial HVAC, water distribution systems, electrical systems, mechanical systems, structural systems, and applicable code requirements.Knowledge of building construction techniques and methods.Knowledge of state, federal, and local building codes, and safety standards.Knowledge of City policies and procedures.Knowledge of standard office applications including operating personal computers and facility software programs used to manage work orders, assets, procurement/budget, building automation systems, and security. Ability to read and interpret reference books, system manuals, blueprints, engineering, and technical drawings, plans and specifications Ability to manage multiple contracts for repair, maintenance, and capital improvements to City facilities.Ability to prepare, administer and monitor the division''s budget and performance standards and goals to ensure department/division objectives are met.Ability to research, analyze and prepare documents and reports to City management regarding themaintenance and improvement of public buildings.Ability to build teams consisting of multiple building trades and experience. Ability to communicate effectively with team members, contractors, city management, and the public both verbally and in writing.Ability to identify problems, propose solution and resolve complex issues in a timely manner.Ability to provide effective leadership, supervision, and direction to assigned staff.Ability to prioritize, organize, and manage multiple simultaneous projects. Education, Experience, Certifications/Licenses: Bachelor''s degree in Construction Management, Engineering, Government, or related field and five (5) years of facility or construction management experience including three (3) years of increasingly responsible supervisory experience; or equivalent combination of education and experience. Master Electrician''s, Master Plumbing License or HVAC Contractors license ternational Facilities Management Association (IFMA) Facilities Management Professional or Certified Facilities Manager certification or equivalent preferred.
