FMS Financial Program Analyst with Security Clearance

The Kingdom of Saudi Arabia (KSA) PATRIOT requirements for Foreign Military Sales (FMS) case financial management are above standard level of service due to intensive in-country budgetary procedures and billing verification and validation. Since KSA became a PATRIOT International partner, they have worked closely, through the Security Administration Management Directorate (SAMD), with contractor financial analysts in management and reporting of their FMS cases. There has been a steady increase in financial workload within the Security Assistance Management Directorate (SAMD) PATRIOT Kingdom of Saudi Arabia (KSA) Program. In particular, we are falling behind in executing our case financial requirements. Expertise is especially required for reconciliation of long-standing contract and in-house Unliquidated Obligations (ULOs) to include coordination with the Project Office, United States Army Security Assistance Command (USASAC), Army Contracting Command (ACC), and Defense Finance and Accounting Service (DFAS). These older ULOs are an inhibitor to final case closure and cause an unjustifiable delay in returning unused funds to the foreign partner. The KSA program receives a lot of high level scrutiny and to ensure the continued success of the program, we require a financial expert. The FMS financial analyst has the following responsibilities: - Provide financial oversight and management of complex FMS program efforts in support of United States Army Aviation and Missile Command (AMCOM), SAMD. Will analyze FMS financial data processes utilizing databases such as, Standard Operations and Maintenance Army Research and Development System (SOMARDS), Defense Integration Financial System (DIFS), Centralized Information System for International Logistics (CISIL), Program Budget Accounting System (PBAS), Integrated Major Pricing And Reporting Tool (IMPART), Wide Area Work Flow (WAWF), Electronic Data Access (EDA), Logistics Modernization Program (LMP), General Funds Enterprise Business System (GFEBS), Security Cooperation Information Portal (SCIP), Defense Security Assistance Management System (DSAMS) and the Financial Analysis Support Tool (FAST). - Assess processes for FMS cost, transactions, financial data documentation requirements, and program planning/scheduling. - Respond to taskers related to FMS funding such as funds availability inquiries, issuance of new funding, and adjustment of funding types. - Tracking and Program Management Review (PMR) reporting of funding status, execution and delivery billing of FMS cases. - Responding to frequent and highly detailed inquiries from KSA regarding billing anomalies and errors and initiating corrective action as required through coordination with SAMD, Project Offices, USASAC and the DFAS. - Providing recommendations for upcoming amendments and modifications, ensuring that all requirements are identified and covered. - Creating and maintain a Financial Case Tracker, and filing system. - Assist in creating Price, Availability, and Service Data Sheets, and submit financial Reports as required. - Having a working knowledge of reimbursable versus direct funding for management and forecasting of labor and Other Government funding. Bachelor''s Degree with 2+ years of experience is required. Possessing and maintaining a Secret Clearance. Traveling as required to meet mission requirements.
