JOB TITLE: Engineering Analyst LCAT: Program Analyst POSITION RESPONSIBILITIES AND DUTIES: The Engineering Program Analyst provides technical support to the Program Manager, Functional Leads and IPT Leads for a major Department of Defense Weapons Acquisition Program. This category does not require a technical degree, but does require working with engineers and the ability to understand technical concepts. Duties require working closely with systems engineers and Program Managers to assist in capturing plans of action and milestones for working off technical issues and working with Master Planners to facilitate their incorporation into the Program Integrated Master Schedule. The candidate will assist the Program Risk Manager in identifying, capturing and tracking Program risks and their associated mitigation plans in accordance with, DoD Instruction 5000.02 series, SECNAVINST 5000.2 series, NAVAIRINST 5000.21 series, and the Program Risk Management Plan. The candidate shall use databases and MS Office products to manage, maintain and distribute technical and programmatic data, as directed by Program Manager, IPT and Functional Leads, and Configuration/Data Managers. The candidate shall analyze information and make recommendations with supporting rationale. The candidate shall utilize government-furnished data to develop products such as briefings and presentations, project reports, illustrations, etc. SPECIFIC DUTIES AND RESPONSIBILITIES INCLUDE: * Update Program Decision Tracking spreadsheet * Track weapon builds with manufacturer''s production progress matrix * Support classified Test Verification Matrix tracking with Requirements owners * Support risk manager with tracking inputs and ensuring Integrated Master Schedule consistency * Support weapon subsystem development tracking * Track and update test asset configuration matrices * Prepare Executive-level briefing materials * Maintain configuration control over program documentation * Maintain the Program''s archival file structure * Track CDRL deliveries and acceptance * Maintain and facilitate Program Action Item tracking REQUIRED QUALIFICATIONS: * Three years'' experience performing Program Analyst functions in support of Systems Engineering efforts for Naval Aviation. * Bachelor''s Degree in Business or Management; four additional years'' experience may be substituted for a Bachelor''s Degree. * Two years of recent and relevant experience with Aviation Program Planning in one of the following areas: Complex Budget Processes, System Acquisition, or Interdepartmental Procurement Requests, work requests, requisitions, CDRLs and ERP. * Proficient with Microsoft office products, including Word, Excel, PowerPoint and Project * Active Top Secret security clearance PREFERRED QUALIFICATIONS: * Three years'' experience supporting NAVAIR Acquisition or Science and Technology Programs * Experience with NAVAIR Systems Engineering Technical Review process. * Experience with DoD Risk and Opportunity management process.
