General Description: This position is located in the Bureau of Diplomatic Security, Threat Investigations and Analysis Directorate (DS/TIA). The Program Analyst will provide program assistance, analysis, and support to program offices responsible for a wide variety of missions and duties. S/he will be assigned duties specific to the programmatic needs of the individual office, including but not limited to: general office management, human resource activities, administrative oversight, budgetary tracking, unit security practices, timekeeping, travel arrangement, management of internal data systems, and other duties as needed. Major Duties: The Program Analyst will assist with the development and implementation of new approaches, procedures, plans, and programs to improve and support program office and Directorate operations and capabilities. Given dynamic requirements, the Program Analyst is required to evaluate and analyze problems, conceptualize alternatives, and then recommend solutions to program office or Directorate management. The Program Analyst will utilize initiative in problem solving, exercise independent judgment, and present a full range of possible solutions and/or approaches to meet the needs of the program office and to achieve the overall mission of TIA. As part of the daily work, the Program Analyst will develop and draft correspondence letters, memos, email, instructions, and policy directives for management signature. In addition, the incumbent will collaborate with other relevant offices, within and outside of DS, to independently determine the most effective and efficient processes to be utilized to ensure compliance with established policy, guidelines, and regulations. As a key advocate for field and headquarters offices, the Program Analyst ensures applicable Directorate and program office equities are considered, incorporated, and implemented in overall program operations and management. Initiative and open dialogue, among TIA, DS, and Department officials are paramount to ensure that all necessary information is reflective of program office and Directorate goals and strategies and is in compliance with existing and/or new policies and procedures. The Program Analyst will apply analytical and specialized technical skills which will enable him/her to perform all aspects of the job in a thorough and timely manner. The incumbent will resear ch and compile data that will follow a consistent approach so that the data retrieved is repeatable and accurate. S/he will organize, facilitate, and participate in resource meetings relevant to their job responsibilities. In preparation, the Program Analyst may schedule meetings, arrange for travel, proofread documents, and draft justifications. The Program Analyst will coordinate directly with program office leadership, Directorate headquarters, and appropriate Bureau and Department offices on all matters pertaining to the scope of the assigned work, in accordance with Department and Bureau policies and applicable security regulations. The incumbent will work in conjunction with other DS and Directorate resource staff, as well as with Bureau and Department technical staff. S/he may engage in frequent contact with other U.S. government offices and departments. S/he will conduct themselves as a professional and exercise the highest level of customer service to Department colleagues, in accordance with established guidelines. Duties and responsibilities include but are not limited to: * Assist program office and Directorate management in monitoring the use of human, budgetary, and technical resources in accordance with Directorate and Bureau strategic goals and objectives;* Analyze existing administrative processes and programs and make recommendations for most effective use of existing practices and/ or propose new programmatic guidance based on this analysis;* Draft and contribute to Directorate and Bureau-level quarterly performance reports (QPRs)- drafting narrative, tracking metrics, and obtaining clearances; * Track use of current year resources and assist with forecasting future resource needs for the program office; Update and maintain internal control systems for appropriate budgetary tracking;* Prepare procurement requests to meet Directorate requirements for travel, training, goods, and services; Validate requests through analysis and comparisons with data from other sources; Monitors and maintains office equipment, vehicles, and supplies;* Serve as the subject matter expert for travel, including facilitating employee travel orders in E2 Solutions, serving as a Travel Arranger, and assisting with passport and visa issues;* Assist in the administrative management of the program office''s security operations, to include oversight of critical infrastructure functionality. This includes serving as a Unit Security Officer, overseeing access control, preparing and maintaining emergency action plans, and maintaining appropriate security documentation, such as container sheets, egress maps, and requests for introduction of new technology.* Assist in the administrative management of the program office''s physical property, to include workspace management, equipment procurement, receipt of deliveries, and vehicle service.* Write standard operating procedures for administrative operations; Coordinate congressional, FOIA, and OIG responses as requested by program office management;* Assist with human resource actions, including timekeeping, drafting visa and passport requests, tracking vacancies, reviewing hiring actions, coordinating the onboarding of new personnel, ensuring compliance with standard operating procedures, maintaining organizational charts, and creating work schedules;* Serve as the TIA liaison supporting fulfillment of Executive Directorate requests and transactions, including those involving security clearances, access control, procurement, and compliance with government rules and regulations;* Facilitate and arrange meetings for budgets, resources, and strategic planning activities;* Draft and edit correspondence aimed at a variety of government and non-government audiences. This may include budget justifications, regulatory materials, policy guidance, technical papers, and proposed management initiatives;* Assist in developing and formulating requests for future budgets;* Serve as the unit alternate custodial officer, including conducting special projects such as property inventory and usage of telecommunications equipment;* Perform driving duties as needed in support of senior management and in response to office duties requiring local travel; and* Other duties and projects as assigned.REQUIRED QUALIFICATIONS AND EXPERIENCE: Professional Qualifications/Skills: * Undergraduate degree in Business, Management or related field and 3 years specialized experience. Without a degree, must have 5 years of specialized experience.* Strong writing skills in order to write or supervise DS policy, reports, letters, justifications and other documents with recommendations for management programs, policies and activities.* Ability to work in a fast-paced environment to meet deadlines and to handle pressure situations.* Must be proficient with Microsoft Excel, SharePoint and database programs to support reporting, budgeting, and tracking work activities.* Must have excellent written and oral communications skills, and the ability to interact with individuals at all levels.* Must have excellent organizational skills, attention to detail, and the ability to work independently and as a member of the team.* Must have knowledge of federal planning, acquisition and management process to coordinate and prepare long-term and short-term planning;* Prior experience with DS or Department of State preferred.* Must have a valid state or District of Columbia driver''s license.* MANDATORY: Applicants selected for this position will be subject to a Government Security Investigation and must be eligible for access to classified information at the Top Secret/SCI clearance level. Selected candidate may start with a Top Secret clearance in certain TIA program offices (or under an Interim Top Secret clearance if made available to candidate), however, for most TIA programs/spaces; the candidate will require a final TS/SCI clearance in order to enter on duty.Ability to perform essential job functions while complying with all state, federal or local COVID mandates with or without reasonable accommodation.
