Do you want to be a part of a dynamic and collaborative team?Multnomah County Facilities and Property Management Division (FPM) is looking for a Compliance Facilities Specialist that will be responsible to plan, coordinate and lead strategic and technically advanced facilities related projects and services within the Building Safety & Compliance office. This position will perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge while serving as a subject matter expert (SME) with in-depth knowledge of multiple OSHA and EPA related compliance programs, and exercising significant independent judgment and initiative relating to program implementation and adherence.Essential Job Functions:Project Management and Program Development:* Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative* Plan, design, and implement technology standards to improve process and procedural efficiencies and tracking capabilities.* Lead, coordinate, and participate in multi-disciplinary, cross-departmental project teams; align teams, processes, operational efficiencies, and capital strategies with County and department programmatic missions, resources, and desired operational outcomes.* Identify critical key issues, analyze options, make recommendations, assess presentation strategy, and develop materials.* Program development may include (but is not limited to): OSHA compliance, Storm-water management, Fall Protection, hearing conservation program, respiratory protection program, bloodborne pathogen program, Hazardous Waste disposal, Disaster Preparedness, Emergency Response, Confined Space, Environmental Health and Safety management.Regulator Representation:* Represent the County at meetings/inspections with external agencies such as OR-OSHA, DEQ, Local Fire Marshal, Local Water Purveyors and other Authorities Having Jurisdiction (AHJs)Contract Management:* Monitor service contracts for compliance; resolve issues with contractors, consultants, vendors, staff, etc* Track spending, budget to ensure adherence to contract specifications* Prepare bid and purchasing specifications and assist in contract negotiationsEnvironmental Health and Safety Oversight:* Act as liaison/consultant with facilities groups, client representatives, and Program owners during facility planning, design, construction, or property management projects* Ensure Safety standards are maintained and outcomes with respect to scope, budget, schedule, and qualityCapital Projects/Improvements:* Negotiate change orders within designated authority; determine, confirm, and control budgets and expenditures* Approve payments and change ordersMultnomah County offers an exceptional benefits package, including employer-funded retirement savings; health and dental insurance at low cost to full-time employees and their dependents; paid parental leave; wellness programs; a focus on work-life balance; and much more.
