This position supervises an application development team. They will mentor, lead, and develop in the area of .NET technologies, coding standards and best practices, the software development lifecycle, and other emerging technologies. They will partner closely with the agency''s Architecture team, serve as an authority responsible for oversight, designing, developing, implementing, executing, and maintaining high profile applications and solutions. Guides the application developers in their daily work, and serves as a technical escalation point for them.This position researches, recommends and applies emerging and evolving technologies to current and future business needs at the operational and tactical level. Provides short and long term strategic and architectural planning for custom developed applications and Software as a Service (SaaS) solutions to support the Services Development Program business functions. When asked to work in the office, the duty station for this position is: Tumwater, Washington.DutiesSome of what you will do:Application Development Supervisor, including:Develops technology roadmaps for highly-complex applications that have significant statewide agency impact. Leads projects to integrate new and existing technologies with existing technologies by defining, assigning activities and tasks, and monitors work to ensure timely completion. Guides, mentors, and supervises developers, testers, and SDETs in the execution of solutions. Plans, analyzes, and designs applications or enhancements for systems that are high risk, high impact and mission critical. Designs, develops, and implements solutions using Microsoft .NET technologies, Transact SQL, SQL Server databases, Java, Software as a Service (SaaS), and/or Commercial off the Shelf (COTS) so that systems are compliant with agency and industry standards.Recommends system solutions by comparing advantages and disadvantages of custom development and purchase alternatives.Architects, designs, and develops secure applications. Application Development, including:Develops and maintains software applications, application interfaces and web services.Serves as a technical advisor who is responsible for assisting management in coordinating work items for a number of applications.Develops, maintains and make enhancements to applications. Develops prototypes that enable business functionality. Leads staff or works independently to analyze, troubleshoot, and resolve technology issues relating to applications, environment, platform, software, or hardware. Participates in Problem Management to identify permanent solutions.Application Development-Process and Documentation, including:Uses the software development lifecycle (SDLC) process to plan, analyze, design, develop, and test applications and application interfaces. ? Uses configuration management, change management, and project management skills. Ensures the delivery of technology solutions by using technology standards and procedures that are in alignment with the technology direction of LNI.Documents technical specifications, network diagrams, application functionality, deployment plans, and software release notes to fully support applications.Application Development Research, including:Researches complex technical issues related to application development, database structure, application platform, configuration, application performance, security and data integrity. Stays abreast of technical trends and issues as technology evolves. ? Researches emergent technologies and independently makes determination for use and implementation Researches advantages and disadvantages of custom development and Commercial off the Shelf Software (COTS). QualificationsRequired:A Bachelor''s degree or higher related to Computer Science, Computer Programming, or a closely aligned field ANDFour (4) years of recent professional experience: Developing and enhancing applications using Visual Studio, C, VB.Net, ASP.Net, HTML, CSS, JavaScript XML, JQuery, MWM or MVC, WPF, ADO, WCF, JSON • Writing and accessing database code using T-SQL, stored procedures, and Entity Framework • Performing unit testing Applying development standards in a managed environment ORAn Associate''s degree in a related field may substitute for a Bachelor''s degree with six (6) years of recent experience noted above.
