Position Summary Odyssey Systems has an exciting opportunity for an Acquisition Program Manager supporting the US Space Force, Space Systems Command, Battle Management Command Control and Communications Acquisitions Delta''s Cross Mission Data (USSF SSC/BCCD). This is a full-time role located at Peterson SFB in Colorado Springs, CO. As the SDA Data Acquisition Program Manager you will provide technical and programmatic support to the Cross Mission Data Portfolio in conjunction with the development and sustainment of the Unified Data Library (UDL) data platform and WARPCORE Data as a Service (DaaS) initiatives and supporting contracts. The UDL and WARPCORE initiatives provide mission-critical SSA and C2 capabilities to operational users to meet current and emerging threats. These data initiatives replace critical integration and collection capabilities required to sunset legacy data sources while supporting continued operational use of the data. Cross Mission Data Portfolio programs support the National Space Defense Center (NSDC), the Combined Space Operations Center (CSpOC), the Distributed Space Command and Control-Dahlgren (DSC2-D), the 18th SPCS, and other BMC2 Systems acquired and sustained by the SDA Division. The Cross Mission Data Branch executes activities in support of the alignment of key USSF data initiatives. The Cross Mission Data portfolio includes data as service and data platform initiatives to meet evolving Space Domain Awareness (SDA) user data needs and objectives. Consumers and producers of data are internal and external to the USSF. The SDA mission includes the execution of system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems, including the evolution of those legacy architectures, supporting communication systems, and data systems. The Cross Mission Data team supports database, data federation and cloud architecture components for those initiatives. Odyssey Systems provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed laterally with USSF SSC/BCD depot and development contractors and with SDA stakeholders. Responsibilities Duties include, but are not limited to: * Advise and assist the Government Program Management Office (PMO) on program management tasks, including scheduling, finance, funding, risk management and provide contract oversight support associated with the development, modification, upgrade, and sustainment of UDL, WARPCORE and other SSC/BCCD initiatives * Assure short and long-range plans and actions are consistent with service goals, schedules, policies, and objectives; prepare recommendations for activities to accomplish the goals and objectives of the department; monitor project execution and recommend adjustments to work plans as required * Provide relevant input to acquisition planning activities; draft and support release of request for proposals (RFPs); draft acquisition documentation, to include RFI, RFP, BOEs, SOWs * Assist the PMO with the review, evaluation, and award of proposals; prepare and coordinate contract documentation; monitor execution of contracts supporting Cross Mission Data initiatives * Conduct in-depth analysis of project data and requirements; establish and manage processes to review, control, and report project status, risks, and mitigations; develop, execute and track risk mitigation activities * Review and provide input to the development of overarching system design documentation to include: technical requirements documents (TRD); capability description documents (CDD); capability production documents (CPD); interface control documents (ICDs) and other system specifications ensuring that technical and support requirements are addressed * Draft directives, memoranda, policy statements, and other written guidelines and recommendations on behalf of the Chief, Cross Mission Data * Perform financial analysis; develop program operating memorandum (POM) inputs; draft responses to requests for information; support planning and execution of funds * Lead resolution of programmatic issues and deficiencies with prime contractors in support of contractor performance * Develop and maintain strong relationships with SDA stakeholders, including the Space Warfighting Analysis Center (SWAC), CSpOC, NSDC, DSC2-D, USAF, USSF, DoD Service Organizations, National Partners, International Partners, COCOMs, and intelligence organizations * Develop and maintain strong relationships with Government Contract, Legal, Finance, and Program teams * Support the GPO to develop and advocate long-term strategic plans for the Cross Mission Data portfolio of systems * Support the Government planning, acquisition, modification, and execution of contracts to develop, field, sustain, and operate the SSC/BCCD portfolio of systems * Assist the PMO with the development of technical roadmaps * Travel to CONUS and OCONUS locations upon government direction * Other duties as required/requested by the Government within the constraints of the S3 contract Qualifications Minimum Qualifications: Citizenship: Must be a US Citizen Clearance: Must hold an active Top Secret/SCI clearance and be agreeable to polygraph Education: B.A. or B.S. in Space Operations, Policy, Computer Science, Data Science, Software Engineering, or a related discipline Years of Experience: 14 or more total years of experience with at least 5 of those supporting similar Department of Defense (DoD), Missile Defense Agency (MDA), or Intelligence Community (IC) organizations and projects OR, * M.A., M.S., M.B.A. in Space Operations, Policy, Computer Science, Data Science, Software Engineering, or a related discipline with 10 years of relevant experience with at least 5 of those supporting similar Department of Defense (DoD), Missile Defense Agency (MDA), or Intelligence Community (IC) organizations and projects Preferred Qualifications: Preferred Certifications: PMP, DAU, DAWIA, or equivalent Acquisition Program Management Level II or III certification * Knowledge of IP networks, switches, firewalls, and routers * Knowledge of cross-domain solution technical implementation * Knowledge of Space Domain Awareness systems and data * Knowledge of and experience with Agile Systems implementation * Experience supporting DoD, MDA, or IC Space BMC2 systems * Knowledge of DoD, MDA, or IC data formats, standards, policies, and procedures * Knowledge of Confluence, JIRA, cloud hosting * Experience with cloud implementations, architectures, pricing structures, cloud forecasting, implementation, variance analysis, cost recovery and unit pricing * Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors, working in a highly dynamic environment * Knowledge of DoD Acquisition Adaptive Acquisition Framework processes * Knowledge of USAF or USSF Financial Management processes Additional Information: * This position is located at Peterson SFB, CO;
