Job Description

Overview LMI is currently seeking a Technical Expert to provide specialized support to the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E))/Office of the Chief Technology Officer for Science and Technology (DCTO(S&T)) in Washington, DC. The Technical Expert will provide broad knowledge and technical expertise in support of the Science and Technology (S&T) Roadmap, its maintenance , updates, and evaluation. The Technical Expert will possess the skills to articulate the capabilities, accomplishments, and investment of S&T from a global perspective ; be able to i dentify and bridge technology gaps ; and provide recommendations and options. In this position , the Technical Expert will work across the infrastructure and ecosystem of technical coordination groups or Communities of Interest ( CoIs ). This position requires an active DoD TS/SCI Clearance based on a single scope background investigation. Responsibilities * Provide strategic S&T insight and support to the overall Reliance 21 S&T enterprise * Promote and enable information sharing, alignment of efforts, coordination of priorities, and support for scientists and engineers across the DoD S&T enterprise * Assist in developing, shaping, and coordinating comprehensive COI s roadmaps and requisite investments that capture the opportunity, activity, and impact of S&T investments * Construct major operational/capability needs or system performance requirements, with a perspective on current posture and future strategic vision * Support portfolio reviews to frame DoD''s S&T leadership discussions on investment priorities, the current state of technology, and future directions or options to be considered * Provide technical leadership, management oversight, policy guidance, and coordination in research and engineering programs * Work across the S&T infrastructure and ecosystem of technical coordination groups and COIs * Develop strategic recommendations on COIs'' structure, technical areas, and members * Provide strategic perspectives on cross-cutting investment areas, and the broader investment space across Government, Industry, Academia, and international communities * Develop materials or information produc ts , such as: SECDEF briefings, COI roadmaps, COI updates, collaboration projects, technical reviews, industry briefings, and research proposal s * Construct answers to inquiries from senior DoD leadership, Congress, the White House, etc. * Assist with evaluation, execution, and administration of ARAP Seedling and Project proposals and programs * Provide strategic insight and thought leadership to assess levels of innovation and their alignment to D o D requirements and NDS priorities * Occasional travel may be required Qualifications Required : * Ph.D. or equivalent doctorate degree from an accredited college or university in a science or technology field relevant to Reliance 2 1 . (Specialized experience may be substituted in lieu of Ph.D. , however, a relevant Master''s degree in an applicable, relevant field is required.) * Top Secret security clearance and ability to obtain and maintain SCI * 15 years of demonstrated progressive experience leading program/project management or D o D S&T oversight and roadmap development * 10 years of experience supporting the DoD S&T enterprise and knowledge of D o D S&T activities * S ubject M atter E xpert (SME) in one or more of the following COIs/ technical areas: Advanced Electronics; Air Platforms; Armed Services Biomedical Research Evaluation and Management; Autonomy; Biotechnology ; Command, Control, Communications, Computers and Intelligence; Cyber; Directed Energy; Electronic Warfare; Energy and Power; Ground and Sea Platforms; Human Systems; Kinetic Weapons Technologies; Materials and Manufacturing Processes; Sensors and Processing; and Space O perations or S ystems * E xceptional oral and written communication skills and above-average skills in MS Word, MS PowerPoint, and MS Excel applications * Demonstrated success in conception and execution of new projects (i.e., no pre­existing business processes), and without detailed guidance Desired : * Candidates with a DCID 6/4 eligibility within the last 5 years are highly preferred * Exceptional DoD occupational mission experience in a COI
