The College operates under the policies established by the State Board for Community Colleges and the Virginia Western Community College Local Advisory Board.Virginia Western is located on a 70-acre campus in southwest Roanoke, VA. The service region of the College includes Roanoke, Salem, Roanoke County, Craig County, Franklin County, and southern Botetourt County. The College was established in 1966 and has grown from an initial enrollment of 1,352 to its current annual enrollment of over 9,000 students in credit courses and more than 1,400 enrollments in fast-track workforce and continuing education courses.Virginia Western Community College is recruiting for two manager positions to work for the Financial and Administrative Services (FAS) division within the college.The Financial Reporting Manager serves as lead contact and supervisor for VWCC''s Peoplesoft Accounting Information System (AIS) for financial transactions, as well as Payroll and Grants Accounting. Coordinates and supervises accounting operations for State, Local, and Federal funds. This entails the supervision of financial and accounting positions (3 full-time). Develops control systems to ensure policies and procedures for all accounting systems are implemented. Supervises and validates data in the Peoplesoft Accounting Financial module of AIS/General Ledger. Develops processes and procedures to ensure compliance with the State Comptroller''s directives, CAPPS Manual, maintaining ARMICS processes and testing, VCCS Policies & Procedures, federal, state and private grant requirements, procurement contract administration and the APSPM (Agency Procurement and Surplus Property Manual).The Student Accounts Manager serves as lead contact and supervisor for VWCC''s Peoplesoft Student Information System (SIS) financial transactions. Coordinates and supervises accounting operations for State, Local, and Federal funds. This entails the supervision of financial and accounting positions (2 full-time and one-part time). Develops control systems to ensure policies and procedures for all accounting systems are implemented. Supervises and verifies upgrades for the Peoplesoft Student Financials module of SIS. Develops processes and procedures to ensure compliance with the State Comptroller''s directives, CAPPS Manual, maintaining ARMICS processes and testing, the Virginia Debt Collection Act, and VCCS Policies & Procedures.Special AssignmentsMay be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.KSA''s/Required QualificationsA Bachelor''s degree in Accounting or related field or equivalent combination of education, training and/or experience. Strong supervisory, organizational, and decision-making skills. Work experience in a business office or financial environment. Considerable working knowledge of generally accepted accounting principles and practices. Knowledge of the use of data processing techniques in the maintenance of accounting records. Ability to analyze and reconcile financial data and prepare reports and statements. Ability to understand and consistently revise and apply a complex financial coding structure. Ability to communicate effectively with the public both verbally and in writing. Ability to work in a fast paced, changing, dynamic environment. Working knowledge of automated accounting system processes, general ledger transactions. Ability to interpret and understand complex policy, procedures, contracts and conditions.Preferred QualificationsKnowledge of Peoplesoft Accounting Information System (AIS) and/or Student Information System (SIS). Knowledge of Commonwealth of Virginia Policies and Procedures (CAPP). Knowledge of Government Accounting Standards Board (GASB). Knowledge of Virginia Cardinal system. Advanced experience or training in automated accounting system. Governmental accounting experience.
