Overview Axient is seeking a HEMP System Engineer Lead to join our team in Colorado Springs, CO. Responsibilities This position will manage a team of engineers supporting a MILSATCOM Program Management Office (PMO) within the US Space Force''s (USSF), Space Systems Command (SSC) at Peterson Space Force Base (PSFB), CO. The candidate will act as the High-altitude Electromagnetic Pulse (HEMP) & Hardness Maintenance/Hardness Surveillance (HMHS) Team Lead, supporting the Nuclear Command, Control & Communications (NC3) mission within the MILSATCOM Operations Support & Sustainment Division (SSC/ECPM). The HEMP/HMHS Lead will manage a team that assists SSC/ECPM in identifying system deficiencies, developing executable solutions, and implementing sustainable options. The position requires management of HEMP/HMHS compliance for a portfolio of strategic military satellite communication systems in accordance with DoD, CJCS and USAF/USSF standards and instructions while reporting system test results for protected shelters or other protected volume to USSTRATCOM/NEC in order to provide, and maintain, mission-essential EMP certifications, ensuring hardened critical components are at peak performance to meet system and mission requirements. Duties also include leading technical discussions, presenting engineering summaries to senior leadership, guiding integration of new hardware/software, authoring/reviewing technical documentation, directing technical analysis of system modifications, and providing technical assessments. Responsibilities: * Acts as government liaison for HEMP/HMHS activities; reports blockers, issues and concerns, develops recommended solutions and drives disciplined problem resolution * Manages the day-to-day conduct, execution and positive results of the corporate HEMP/HMHS Team * Leads technical discussions including presenting engineering summaries to senior leadership, guiding integration of new hardware/software, authoring/reviewing technical documentation, directing technical analysis of system modifications, and providing technical assessments * Supports government contract efforts to source qualified contractors with requisite test equipment for HEMP/HMHS testing to include determining appropriate contract methods, developing Statements of Work (SOW), generating cost estimates and monitoring contract execution (i.e. costs, schedule and performance) * Supports HEMP/HMHS test activities to include establishing test schedules, maintaining test plans and records, reviewing/evaluating contractor test reports and maintaining/analyzing site test data and results * Develops HEMP/HMHS Annual Summary Report to the government customer Qualifications Required Skills: * Bachelor''s degree in engineering, mathematics, physics, computer science, or equivalent technical discipline * Knowledge of MILSATCOM and DoD mission system sustainment * Familiarity with HEMP/HMHS standards and instructions such as MIL-STD-188-125-1 & 2, MIL-HDBK-423, MIL-STD-188-124, MIL-STD-419 & MIL-STD-461 * Excellent oral and written communication skills; excels in establishing positive customer relations * Experience with MS Office 365 (Word, Excel, PowerPoint, Outlook, Project, MS Teams) * Must have an active DOD Secret clearance to be considered for the position Preferred Skills: * International Council on Systems Engineering (INCOSE) Certification (i.e. ASEP, CSEP, ESEP) * Project Management Institute (PMI) Certification (i.e. PMP, CAPM) * TS/SCI clearance Required Experience: * 10+ years of proven leadership and engineering experience leading diverse groups of projects and personnel * 10+ years of experience working with military or DoD civilian clients and managing professional relationships * 10+ years of experience managing multiple projects concurrently from start to finish * 5+ years of experience with MILSATCOM experience in the RF spectrum Preferred Experience: * Bachelor''s'' degree in Technical Electronics; understands basic IC components (diodes, capacitors, spark gap, Metal Oxide Varistors, inductors, etc) * Experience developing, testing, operating, or maintaining MILSATCOM equipment and systems * Experience working in a multi-contractor environment Must meet applicable COVID safety requirements and protocols
