SUMMARY The Program Analyst provides acquisition, records management, training, and emergency preparedness support to Domestic Operations office of the Bureau of Western Hemisphere Affairs. Essential Duties & Responsibilities: * Gathers requirements from Bureau Program Offices to establish contract/task orders, for Bureau Contract Officer Representatives (COR). Establish procurement request quarterly in Integrated Logistics Management System (ILMS)/ ARIBA. * Assist COR in full contract management (deobligation, modifications, budget preparation). Establish unliquidated obligation reports in Global Financial Management System (GFMS). * Draft Bureau Notices, and Department Notices. Draft Bureau emails for senior manager(s) and COR''s. * Assist with updating the Domestic Procurement SharePoint site. * Assist with the analysis and evaluation of the records of the WHA program offices to help determine the records continuing informational value and to recommend records for permanent retention or destruction, as appropriate. * Assist with developing and maintaining Records Management guidelines and reference materials to help educate individual offices on their responsibilities. * Server as a notetaker at the records management meetings and provide feedback on updated guidance and information. * Assist with updating the Records Management SharePoint site. * Assist with drafting quarterly newsletter that highlights the internal and external training programs announced by the Department Training Center and other Resources. * Assist with track employees'' feedback on experiences in the external training programs. * Assist with tracking program offices external training cost that are approved, maintain spreadsheet. * Assist with updating the Training Program SharePoint site. * Assist with updating the Bureau''s Emergency Action Plan (BEAP). Utilize Department contacts to ensure the emergency preparedness program is up to date. When appropriate, coordinate with the WHA/Admin on updating the BEAPs contact list as employees transfer in and out of the bureau. * Maintain the bureaus Duty Officer Program by sending out weekly notifications to upcoming duty officers with instructions and guidance for their duty weeks. Update duty officers contact information with the operations center on the Eduty roster site. * Assist WHA/Admin with establishing duty officer schedule twice yearly. Coordinate with WHA Assignments and HR on obtaining listings of current employees. Analyze and compare previous rosters to ensure fairness when establishing duty roster schedule. Supervisory/Management Authority: * This position will not have supervisory or management authority. Education and/or Experience: * A 4-year course of study leading to a bachelor''s degree, that includes at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. * 2 years or more work experience coordinating and assisting with management various subject matter programs within a company or government agency. Knowledge, Skills and Abilities: * Knowledge of Records Management requirements, including familiarity with NARA. * Knowledge of the Department of State through professional, academic, or personal research experiences. * Proficient in Microsoft Office Suite to include Outlook, Word, PowerPoint, and Excel. * Familiar with SharePoint management, updating and making edits. * Demonstrated strong analytical skills and attention to detail. * Experience with Records Management systems and processing. * Experience creating and maintaining electronic records. * Ability to multi-task and perform at high standards under pressure. * Familiar with government contracts, including FFP, T&M, IDIQ. * Experience developing, implementing, and measuring project performance against expected outcomes. * Knowledge of research and analytical methods to validate, evaluate, and interpret information obtained from a variety of sources. * Demonstrated excellent English verbal and written communication skills adequate to prepare and present analyses and recommendations, and draft official memos, and reports. * Energetic, determined, and highly capable disposition to take on various projects. * Exceptional skill with researching laws and regulations as they pertain to government contract, records management, and emergency management. * Ability to analyze and interpret financial data and prepare report/projections. * Demonstrated experience working with Microsoft office products to create professional and comprehensive documents. * Strong analytical skills, ability to think critically, and attend to details. * Ability to manage multiple tasks under tight deadlines, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural and virtual team environment. * Ability to obtain a Secret clearance. Work Environment: * A climate-controlled office environment. TEMPORARY NOTE: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden''s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling.
