This position is responsible for professional work of a technical, varied and extremely complex nature involving grants management (including programmatic and administrative analysis), specialized contract development/preparation, review, control, monitoring, and analysis and reporting relative to Sub grantee Assistance appropriation in the LDE, Office of Fiscal Operations. The responsibilities of this position requires communication with LDOE administrators, assistant superintendents, division directors and program managers, sub grantee project directors and financial staff as required for funding, allocation/and/budget approval, implementation, and compliance.This position is responsible for leading contract development work. Thorough knowledge of BESE and LDOE administrative procedures and timelines, State budget procedures, as well as fund source regulatory documents and fund balances to make recommendations for any alternative funding measures for full and effective utilization of funds are required for this position. Duties and responsibilities include, but are not limited to the following:* Assists in maintaining a central hub of contracts/grants information, including information relative to the contract development cycle, resources regarding the contract development process, and other pertinent deadlines applicable to grants and contracts.* Serves as the Department official source for information on the GEER EANS contract.* Services as the liaison officer between the department and third party contractor.* Works with administrators, officials, and other personnel to solve contracts/grants-related issues and facilitates coordination across offices.* Represents the department in negotiations with granting agencies, contractors, department officials, Civil Service and Division of Administration relevant to contracts/grants problems and obtaining required approvals.* Reviews and approvals all contracts, requests for amendments, monitoring reports, close outs, etc.* Oversees the preparation and development of contracts and/or grants agreements, and amendments in accordance with federal and state regulations and restrictions and within departmental policies and procedures.* Maintains records, prepares reports and/or correspondence relative to contracts and/or grants.* Makes final determination of the feasibility of any alternative measures for funding from unallocated balances and present to immediate supervisor.* Monitors maintenance of fund source journals and LaGov grants management system to ensure that fund sources are not overspent and internal records are balanced.* Performs all other duties as assigned by the supervisor, Budget Administrator 3, and/or LDOE Chief of StaffPreferred Qualifications:The preferred candidate should have the following skills and experience:* Experience in contract management and review* Experience with Microsoft Office and Google DocumentsNote regarding the advertised pay range:The maximum amount listed is the maximum salary a person can make while in this title and NOTthe maximum amount we are allowed to pay a new hire.One position is available and it is located in Baton Rouge, LA.The person hired for this position is expected to regularly report to the Baton Rouge office. QualificationsMINIMUM QUALIFICATIONS:A baccalaureate degree.SUBSTITUTIONS:Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Researches grant awards and state appropriation budgets to make sure that funds are available.Obtains and reviews performance evaluations after completion of a project to comply with state law within established time limits.Performs original entries, reconciliations, and all adjustments to grants management accounting records.
