Description of WorkTHIS IS A RE-ADVERTISEMENT, PREVIOUS CANDIDATES ARE STILL UNDER CONSIDERATION AND DO NOT HAVE TO REAPPLY.The North Carolina Department of Public Instruction is seeking applicants for a Civil Facility Design Engineer III - (NC20) for our Plant Operation Section. The Plant Operation Section is responsible for providing engineering consulting and design services for the maintenance of the public schools of North Carolina.Salary Grade: NC20Recruitment Range: $64,270.00 - $91,000.00Position: 60009651Exam Plan: 21-06613This position is responsible for in-depth engineering efforts to the Public Schools of NC regarding the maintenance of the schools'' facilities and the associated learning environment. Activities include extensive engineering studies, permitting efforts, detailed engineering design, budgetary estimating, bidding services, construction liaison, project management, as well as providing technical guidance & selective training to the LEAs. Since this position deals with project scoping, design, and construction, it is necessary to have client skills, be a ''Tough Professional'' engineer, have construction related experience, good communications, and be fair and ethical. Experience from the private consulting sector is highly desirable. You will seal your project work. A general breakdown of the work is as follows:Technical / Consulting Guidance: Furnish technical ''Quick-Help'' guidance to LEAs seeking insight to issues relating to the upkeep of schools. These efforts are generally conducted over the phone or in email and touch on a wide variety of subjects. With a quick response school personnel are able to proceed in a timely manner.Professional Engineering Services: Provide Advanced Electrical Engineering Services as listed (as needed):* Treat all inquiries in a professional & respectful manner.* Initiate site visits obtain pertinent information and field measurements/observations.* Develop the Project Scope, possible solutions, probable construction costs and present to the Client.* Perform design services utilizing good engineering practices, meeting code requirements, permitting requirements, constructability, and keeping in mind the ability to provide ease of future operation and maintenance.* Personally design & create plans and specifications.* Develop Bid Documents and Bidders List.* Conduct Bidding Efforts in accordance with NC laws and regulations.* Provide Construction Liaison services regarding the project and close the project out ensuring the LEA receives all warranties and associated materials.* Sample efforts would include sample electrical design efforts deal with: low and medium-voltage power distribution, lighting, fire alarm, instrumentation and controls, networking and communication systems, and will perform field facilities assessments, feasibility studies, specifications, construction administration, cost estimating when necessary.* Technical / Consulting Guidance: Furnish technical ''Quick-Help'' guidance to LEAs seeking insight to issues relating to the upkeep of schools. These efforts are generally conducted over the phone or in email and touch on a wide variety of subjects. With a quick response school personnel are able to proceed in a timely manner.* Will research Code issues and work with permitting officials if needed.* Will review installation of designed equipment/systems for compliance with construction documents.* Experience from the private consulting sector is highly desirable.Technical Training: Provide training in selective fields regarding specialized school needs.Emergency Assistance: Purvey immediate/timely professional assistance to the LEA which is experiencing a true emergency.The position is located in the Raleigh area, but also requires travel (up to 40%) and possible overnight stays in the vicinity of project site across the State of North Carolina. Ability to research alternatives and designs or analyze special details for non-standard items of work for programs/projects.* Ability to determine program/project priorities, processes and procedures.* Ability to manage complex or broad variety/scope of programs/ projects for completeness, compatibility, compliance with engineering principles and design needs and standards, ability to resolve/approve major project/program changes.* Ability to independently make final recommendations and may require ability to make decisions that require specialized engineering and/or program knowledge.* Ability to serve as technical expert in the area of assignment and may require ability to represent the agency as an expert regarding compliance with engineering principles, standards, codes, designs and statutes and address conflicting design constraints.* Ability to modify delivery, language or content to account for the characteristics and needs of audience.* Ability to communicate orally and in documents clearly, concisely and organized manner reports addressing novel or complex engineering concepts and facts such as standards/practices/codes/regulations.* Ability to participate and lead as needed in the development of long-range strategic goals.ADDITIONAL EXPECTATIONS OF THE POSITION:* Must personally have five years detailed engineering design experience in private sector consulting. This experience must include the personal production of designs and bid packages with your seal upon deliverables.* Personal experience in providing detailed design using North Carolina codes.* Must be a professional engineer with an North Carolina license or capable to receive reciprocity within 90 days of hiring.* Must have engineering construction related experience including serving as the construction liaison.* An engineering-based education with graduation resulting in a 4 year Bachelor of Science degree from a US based ABET engineering accredited university is mandatory as indicated by the NC Board of Examiners for Engineers and Surveyors.* The position requires knowledge through training and experience to identify changing educational and construction trends and translate the* importance and meaning to school and local officials. A minimum combination of 5 years design and 3 years project management is highly desirable.* Must be physically capable to perform medium work in interior and exterior environments and various weather conditions. Must be able to climb ladders, and work on heights and/or confined spaces.* Must be dedicated to the success of the Client, the Section, and the Department.MANAGEMENT PREFERENCES:* The projects/programs encountered by Plant Operation typically involve already existing facilities which may suffer from poor original design (by other designers), poor maintenance, and/or age related wear and tear. As such, engineering design efforts are more difficult in ''making an existing facility work'' versus the usual ''Greenfield'' approach where the design starts with a clean slate. Similar relevant experience is highly desirable.* Ability to perform project efforts in compressed timeframes. This position requires a thorough understanding of engineering concepts and methods, local project related restraints, geometry, and layouts while complying with all applicable codes and regulations. This creates a complex design process and requires the ability to make independent final decisions on utilizing specialized engineering knowledge. This position serves as the authority on the project making sure the Scope of Service is met within budget, timeframe, and expectation.NECESSARY REQUIREMENTS:* Valid NC Driver''s License.
